streams. Some of these spaces can be redeveloped as pocket parks, and can bolster commercial, residential, or Mixed-use activity to enhance the station area’s open space network.
The primary TOD opportunity at JTB Station is the existing Philips & JTB Park and Ride station, a publicly owned parcel. There is currently a parking lot, some bus stop amenities, and a retention pond. Most of the parcel’s footprint is considered a wetland area and will require an engineered solution to accommodate TOD and spur further development interest along Philips Highway. Other TOD opportunities present include strategic infill TOD adjacent to the rail yard that can transform the Philips Highway corridor near JTB Station into a more pedestrian-scaled environment with a distinct neighborhood character. The primary barrier to TOD at this station area is the FEC Bowden Rail Yard, which serves as a barrier between the station’s existing residential communities and the commercial nodes. Other barriers to TOD and increased development density present at JTB Station include an established low-density neighborhood in the west, and a network of retention ponds, wetlands, and
