TOD OPPORTUNITIES AND SOFT SITES

There are multiple, large vacant and underutilized parcels that are strong candidates for transit-centric development. The vacant land south of the station area is zoned as PUD and privately owned. Some development interest has resulted in apartment complexes near the existing JTA Avenues Walk Park-n- Ride, growing developer confidence around this station area. The remaining vacant land south of the park n ride can be transformed into cohesive TOD that leverages the arrival of commuter rail. Creative considerations for water bodies and wetlands will be required, potentially providing opportunities for natural or civic space near developments. There is also opportunity to increase density and improve connectivity along Philips Highway by reduction of the amount of surface parking lots and setback commercial centers that lack frontage along the street. New construction and renovations within these parcels can improve density around Avenues Walk Station with infill development lining the streets, activating the streetscape for a more pedestrian-scaled environment in South Jacksonville.
