PUBLIC REALM The Transportation Hub Secondary Typology offers a well-connected sidewalk and bicycle network that radiates from transit to support high, steady foot traffic volumes from transit users. Roads have Complete Streets design principles including crosswalks, enhanced lighting, wayfinding, bike lanes and pedestrian-scaled landscaping. The neighborhoods adjacent to Transportation Hubs are accessible through multi-use paths, linked green spaces, pocket parks and existing parks. In Jacksonville, the JRTC Station Area should link the surrounding neighborhoods like Brooklyn and Downtown Jacksonville to its transit hub through Complete Streets design principles as well as the Lift Ev’ry Voice and Sing Park. MULTIMODAL CONNECTIVITY Transportation Hub Secondary Typologies are the multimodal focal point of regions, where most available modes of transportation converge. Transportation Hubs often have the greatest availability of multimodal connectivity of any of the Secondary Typologies and emphasizes first mile/ last-mile connectivity between transit and destinations in the surrounding areas. For the FCCR, it is suggested that all streets, paths, and plazas within the JRTC Station Area radiate from access points of the transit modes offered to generate multimodal connections between commuter rail, U²C, local and regional buses, and bike, as well as the LaVilla neighborhood. PARKING To reinforce transit-centric characteristics and TOD, parking is at a premium within Transportation Hub Secondary Typologies. Developments prioritize green spaces or gathering spaces over surface parking, and parking requirements enforce either utilizing uncoupled structured parking or no minimum parking requirements. Additionally, some instances of on street parking opportunities can be present within the street grid if they are considered a component of a Complete Streets design. Underutilized land containing surface parking surrounding the JRTC can be reimagined as blocks of mixed-use, multifamily residential development that integrate parking structures within the block and wrapped with active, ground floor uses.

TYPOLOGY » Urban Center

The Transportation Hub Secondary Typology serves as the central multimodal hub, and often, a destination anchor for cities and regions. In Jacksonville, the JRTC Station Area can leverage the planned FCCR northern terminus, as well as a concentration of Jacksonville’s range of local and regional transportation offerings by programming the surrounding area with a mix of medium- to high-density transit-centric uses. JRTC provides the most multimodal transportation services for the region. The core of a Transportation Hub station area is surrounded by an exciting mix of uses that link to a major destination, or downtown urban environment. DENSITY The Transportation Hub Secondary Typology has high residential and employment densities, a typical element of the Urban Center Primary Typology because of the proximity to regional transportation options. For the FCCR, the JRTC Station Area should be surrounded by blocks of moderate to high densities with active ground floors to fully leverage the investment in FCCR and other modes of transportation located at the JRTC. Moving outwards from the JRTC FCCR Station, building heights should decrease to blend with less dense blocks and primarily residential neighborhoods surrounding the station. MIX OF USES Transportation Hub Secondary Typologies often integrate characteristics of mixed-use centers and multifamily neighborhoods that leverages the regional influence and utilization of transit. This Secondary Typology offers a concentration of a variety of uses, including retail, civic, restaurants, office, and residential within a dense, transit-centric setting. For the FCCR Transportation Hub Secondary Typology, the JRTC Station Area offers an opportunity to provide a vibrant cluster of office, residential, retail and entertainment uses integrated with a range of premium transit services adjacent to JRTC and Jacksonville Terminal like the FCCR, U²C, JTA Bus transit, and regional and national bus networks.
