PUBLIC REALM Employment Cluster Secondary Typologies offer a robust public realm that includes wide sidewalks and multi-use paths, parks, plazas, marked pedestrian crossings, and wayfinding. Public spaces throughout the urban landscape are connected by sidewalk networks, public gathering places, and green spaces. Along the FCCR, Urban Complete Streets design principles will be present in portions of the Civic/Employment Station Area. This includes on-street parking buffers and streetscaping. The Civic/Employment Secondary Typology should offer pedestrian amenities and streetscaping that are especially prevalent near parks and other open spaces like the waterfront at San Marco Station because these areas will have some of the greatest foot traffic volumes. MULTIMODAL CONNECTIVITY Employment Cluster Secondary Typologies offer multiple modes transportation opportunities that connect people locally and regionally. First-mile/last mile connectivity should be considered and is often supported by a high concentration of existing and planned pedestrian and bicycle facilities and amenities. Within the Employment Cluster Station Area, existing and planned transit services will be integrated with the FCCR. At San Marco, the bus network is a key mode providing frequent service to nearby employment, residential, and essential services, such as the network of medical facilities,. PARKING Parking is at a premium in the Employment Cluster Secondary Typology because of the intensity and demand on real estate. Parking is usually provided with mostly on-street and structured parking with some instances surface parking in the station area fringe, a similar goal of the Transportation Hub Secondary Typology. Complete Streets design principles recommend on-street parking which can help offset parking demand while improving the pedestrian experience. In the San Marco Station area, underutilized parking parcels are prevalent and adjacent to major roadway infrastructure. New parking opportunities should be designed to limit effects on the urban fabric, with interior-block structured parking that is wrapped with commercial and/or residential uses and includes an activated ground floor. Structures within the block and wrapped with active, ground floor uses.

The Employment Cluster Secondary Typology is defined in this plan as a region’s employment and government center. For the FCCR, San Marco Station and its surrounding half-mile station area provides a concentration of some of the tallest buildings in Jacksonville because of its proximity to the waterfront. Streets in this Secondary Typology are usually narrow due to wide sidewalks on each side and on-street parking. Road patterns are in an urban grid, and often most of the spatial footprint around premium transit stations are entirely built out by multi-story buildings, urban parks, and plazas. Of the Urban Center Secondary Typologies, Civic/Employment Secondary Typologies are the most intensely urbanized areas. DENSITY Some of the highest employment densities are present in the Employment Cluster Secondary Typology. Concentrations of skyscrapers and major governmental buildings will surround the FCCR station, allowing for efficient regional connectivity to and from these employment and civic destinations. San Marco Station resides within the medical complex along the established waterfront area with several opportunity for redevelopment. For the FCCR, the station provides a dense urban scale with high-rise office towers and that include multifamily units. The station area also caters towards a diversity of uses that enable the area to be a place for those to live, work, and explore. MIX OF USES Employment Cluster Secondary Typologies are traditionally the office and governmental centers of regions. Ground floors are activated with commercial uses, including dining and retail to complement the offices in the higher building floors. Hospitality and parking complement and support the concentration of office and governmental uses. The peripheral areas of San Marco Station offer nearby opportunities to complement the FCCR as it provides a concentration of residential, retail, entertainment, and hospitality. Overall, there are limited residential uses in the Civic/Employment Typologies compared to the other Transportation Hub Secondary Typology.
