PUBLIC REALM Complete Streets design principles increase active mobility options between transit and neighborhood destinations in the Emerging Communities Secondary Typology. Pocket parks, civic space, and transit plazas can be used to increase dedicated pedestrian space and integrate premium transit stations to neighborhood cores. Building design, frontages and parcel layouts should be pedestrian-scaled along core streets to reinforce active mobility corridors. For the FCCR, the Emerging Communities Station Areas future developments may provide an opportunity to utilize the pedestrian network to link destinations like the San Sebastian River to transit to other developed areas. MULTIMODAL CONNECTIVITY Emerging Communities Station Areas offer a central, premium transit station that is supported by pedestrian infrastructure along the existing street network to reinforce linking transit to neighborhood destinations. The station area is also connected by local or express bus routes that provide frequent service along core streets, feeding the premium transit station. Along the FCCR Southeast Corridor, station areas are along core streets and can utilize publicly owned land on which the stations are built upon to improve the area’s connectivity and density. Improving micromobility and transit infrastructure in the Emerging Center Secondary Typology station areas can steer modal priority away from personal vehicles PARKING Parking is provided in integrated structured parking, uncoupled structured parking, and on-street parking in the Emerging Communities Secondary Typology Station Areas to maximize development and open space opportunity. Station Areas will implement progressive parking requirements that will prioritize a mix of mobility options. When surface parking is designed as part of a development, it can be behind structures and away from core streets to generate activated building frontages.

The Emerging Communities Secondary Typology is characterized as a neighborhood multifamily, office, and commercial TOD core built around premium transit. Beyond the station core, less-intense residential and mixed-use areas occupy the surrounding neighborhood. These areas are currently undergoing or show significant potential to transform from auto-oriented, professional, office, or industrial centers to vibrant mixed-use communities with essential services and recreational amenities provided by the conversion of underutilized parcels. Old St. Augustine, CR 210, Palencia, and San Sebastian View Station Areas have the potential to transform vacant and underutilized parcels into pedestrian-scaled environmentally sensitive developments connected by urban scaled street networks. DENSITY Emerging Communities Secondary Station Area Typology building density is greatest in the blocks adjacent to the transit station and along core streets. Increased density is realized through strategic and contextually sensitive 2-3 story infill mixed-use and residential development around existing commercial and professional community nodes. Most of the development density will be along Philips Highway and major cross streets. Urban design principles will be applied to transform traditionally car-centric corridors into pedestrian scaled hubs. Some traditionally less dense developments can be redeveloped to activate what was once surface parking. MIX OF USES The most variety of land uses in this Secondary Typology are present around the core intersection in auto-centric shopping and employment centers. Other, less dense employment, entertainment, and commercial developments are present along core streets. Mixed-use developments with activated ground floors and gathering places fill out the remainder of the station area to support a livable neighborhood. Old St. Augustine and Palencia have become bustling areas with commercial, employment, and industrial uses with significant development interest and potential to support TOD in the nearby area. The CR 210 Station Area is slated to host a major development that is a vibrant mixed-use commercial and residential center.
