HIGHER DESIRE

The JRTC Station has the highest level of TOD desirability and readiness among all of the stations along the FCCR corridor. The JRTC Station, located within the DIA Northbank Downtown CRA boundary, is uniquely positioned in the historic LaVilla neighborhood, which is in redevelopment under the strong leadership of the DIA and the City of Jacksonville. The station scores high for physical suitability, with the proximity of vacant land, and new townhomes, within walking distance of the station, which are under construction; as is the Lift Ev’ry Voice and Sing Park, scheduled to open in the summer of 2024. The park and the area’s rich cultural history include the adjacent Prime Osborn Convention Center, also known as Jacksonville Union Terminal, which once served as a rail hub of the southeast. The JRTC Station is situated in a centralized location maximizing accessibility and connectivity to JTA services and other micro-mobility options. The current plans for the iconic Emerald Trail, the LaVilla Neighborhood Strategy, and the JTA’s Ultimate Urban Circulator Program support future housing, retail, and commercial development, providing desirable amenities and further enhancing the viability of the JRTC Station.

The DIA provides strong leadership and influence with the revitalization of downtown and supports the foundational principles of TOD • The location of JRTC and adjacent JTA owned assets make JTA the predominate stakeholder for this station and LaVilla • Emerald Trail leadership through Groundworks Jacksonville; Lift Ev’ry Voice and Sing Park under construction • Located in the employment center of downtown Jacksonville, this area benefits from the strong job growth that has taken place in Duval County. • Nearby development in recent years has consolidated the area, as an attractive area to keep supporting development • Other large company headquarters, like Fidelity, are expected to be delivered in the next few years, bringing even more jobs and potential commuters to the area • Several publicly-owned sites located within the station area, including prime sites owned by JTA. • Surface parking and convention center structure present development opportunity • Existing street grid provides TOD supportive connectivity network and access to Emerald Trail network of paths • Future Land Use Element (2022); 2030 City of Jacksonville Comprehensive Plan; City of Jacksonville / DIA Downtown Design Guidelines and Context Sensitive Design Standards apply.
