STRENGTHS & OPPORTUNITIES

WEAKNESSES & CHALLENGES

HIGHER DESIRE

• Growing transit identity within this station area because of JTA Avenues Walk Park n Ride, serving as the southern terminus for the First Coast Flyer BRT Blue Line • Southside/Deerwood Improvement District • Station located adjacent to City Council District 6 and 11

LOCAL LEADERSHIP

Boulevard corridors. The proposed station is also adjacent to multiple new multifamily residential complexes with convenient walk-up access to the Avenues Walk Station. This existing connectivity and accessibility support the Avenues Walk Station’s readiness for expansion to incorporate additional TOD elements. Nearby shopping areas extend the reach of potential commuter rail customers desiring connectivity to employment and other activity centers.

• Large multifamily developments coming online in the next 2-5 years could limit potential for additional development • Most soft sites are under development, limiting opportunities in the shorter term • Large-scale parcels most suitable for TOD contain existing retail and will require a more complex redevelopment process • Large-scale parcels most suitable for TOD are not immediately adjacent to Park-n-Ride and potential station area

MARKET STRENGTH

• Strong multifamily pipeline directly near the station

• Several large sale vacant or underutilized parcels are suitable for TOD near the proposed station area • Existing, JTA owned, Park-n-Ride strengthens multimodal connectivity around potential future station area

PHYSICAL SUITABILITY

LOWER DESIRE

• TOD references in Future land Use Element (2022), City of Jacksonville 2030 Comprehensive Plan; • JTA Facilities Master Plan Phase I (March 2020) • JTA Mobility Hub Analysis (August 2020) • I-95 Improvements FPN# 424026-5 Duval County Line north to I-295

PLANS IN PLACE
