SAN SEBASTIAN VIEW DESIRABILITY & READINESS

STRENGTHS & OPPORTUNITIES

WEAKNESSES & CHALLENGES

HIGHER DESIRE

The San Sebastian Station’s high scores in TOD desirability and readiness are attributed to its location in an area of St. Johns County that has experienced recent growth in multifamily residential and commercial development but is also home to the nearby expansive county government complex. Market strength is high due to its proximity to vacant and undeveloped parcels, opportunities to densify parcels within the government complex, and applicable zoning already in place. The station’s convenient access to the rail corridor and US 1 offers multiple opportunities for connectivity to transit for commuters traveling to this area from Jacksonville or St. Augustine.

• Government district in the northwest portion of the station • Nearby St. Johns County Government Complex and Northrop Gruman (2nd and 3rd largest employers in the county, 1300 & 1100 employees, respectively) • St. Johns County Chamber of Commerce, St. Johns County Commission • Northeast Florida Regional Airport

• Potential push-back against increased density from residents of recently constructed adjacent communities

LOCAL LEADERSHIP

• Recent multifamily development has been strong, but the pipeline might be limited if the area gets saturated by the upcoming development • Available lots are small, which may require land assemblage to enable redevelopment opportunities • Proximity to government buildings may pose limitations on dense development

• Developing neighborhood; Many multifamily deliveries in the area provide a ridership base for a potential station

MARKET STRENGTH

• Undeveloped parcels suitable for TOD northeast and southwest of the proposed station location • Northeast Florida Regional Airport located along US 1 north of proposed station area • St. Johns County 2025 Comprehensive Plan and St. Johns County Transit Development Plan 2021 Update are planning references. • JTA collaboration for regional services such as Express Select, which services the government complex. • City of St. Augustine Mobility Plan (February 2022) supports regional mobility strategies with references advocating regional rail and supporting connectivity services
