TOD GOALS AND STATION APPLICABILITY The TOD goals below establish a basis for evaluating
TOD goals, measures, and targets is based on market analysis, JTA priorities, case studies and precedents, and nationally recognized TOD principles and standards. Table 4-2 lists the TOD Typology for the selected stations along the FCCR corridor. Overarching Equitable TOD goals are presented in Chapter 6, TOD Implementation.

FCCR station area planning/design and policy alternatives and facilitating the decision-making process. They are meant to align with the goals of JTA and its relevant stakeholders, as explained in the JTA’s Joint Use and TOD Policies and Guidelines (September 2018). Accompanying each goal is a set of select key recommended performance measures for urban design and land use metrics (both quantitative and qualitative), which the JTA can easily communicate to the public. Based on goals and measures for TOD, targets provide general guidance for a mix of land use, density, open space, parking, etc. Importantly, as the context of each proposed station location varies significantly and as most goals are shared among the stations, Table 4-1 indicates the level of applicability of each of the goals and intents to each of the station area.
