OVERVIEW The framework for the JRTC Station consists of strategies for Connectivity, Open Space, and Land Use within the station area that will best serve the intended vision as a Mixed-use Center and transit- oriented neighborhood. DEVELOPMENT STRATEGY » Create a new Mixed-use Center and Multifamily Residential neighborhood that leverages the regional reach of the JRTC multi-modal transportation hub and reimagines the Prime Osborn Convention Center site. KEY TOD STRATEGIES » Make Connections: Encourage safe trips by foot and bicycle between transit, open spaces and the neighborhood with optimized crosswalks, enhanced lighting, a network of bicycle lanes and trails, and robust wayfinding. » Create Great Spaces: Create a ‘Front Yard’ for LaVilla that weaves together transportation and the neighborhood. » Specify a Mix of Uses: Create a new neighborhood of Mixed-use Residential development, anchored by a cluster of entertainment, restaurant and retail uses, around the JRTC. » Focus Density: Focus moderate to high development densities on the Prime Osborn Convention Center site. The JRTC Station Area framework is unique in that each strategy employed is intended to weave future TOD with FCCR and establish a regional destination to live, work, and play. The proposed plan supports the creation of a Heritage trail, murals, artwork, and gateway signage as envisioned by the newly formed LaVilla Heritage Trail and Gateway Committee.

TOD VISIONING Building directly on the success of the JRTC, the JRTC Station Area is positioned as a regional transit hub that will integrate the FCCR with other modes of transportation including JTA buses, the First Coast Flyer, the Skyway, regional shuttle services, rideshare, and paratransit. As the terminus of the FCCR, the JRTC Station is also a major opportunity to re-envision the Prime Osborn III Convention Center site. Once known as Jacksonville Terminal/Union Station, the proposed plan will maximize connectivity and mobility within the station area to best leverage transit investments. The vision for TOD has been conceived to directly leverage the JRTC’s centrality and existing assets such as Union
Station to establish a major mixed-use center and transit-oriented neighborhood with a vibrant public space network, active commercial areas, and extensive multimodal connections to Jacksonville and the Northeast Florida region. There is strong support for the TOD vision and bold leadership from both the JTA and the Downtown Investment Authority (DIA). Opportunity for TOD is extensive due to the concentration of agency and other publicly owned assets, and ongoing nearby residential developments which augment private investments throughout the LaVilla neighborhood and deliver “early wins” for TOD.
