TOD SUMMARY
OVERVIEW The framework for the Avenues Walk Station builds upon this centralized regional commerce location and supports the existing transportation infrastructure with complementing land uses. Given the existing retail uses, and specifically Walmart, the framework increases the density with transit-centric multi-family residential and office development in a two-phased approach. The phased approach allows the existing retail in operation during construction and to reevaluate market demand once the first phase is completed. In phase one the Avenues Walk Shopping Mall is
DEVELOPMENT STRATEGY » Introduce a complete transit-centric community with a medium-high density development of employment, retail and multifamily homes that leverages JTA’s existing Park-n-Ride facility. This includes amenities and uses along Avenues Walk Boulevard to activate the connection between the station and the new development area. The Walmart property and the parcel immediately to the north will remain operational during phase one and will the redeveloped in phase two with denser mixed-use residential, and retail buildings. A change in zoning will be required for the implementation of this framework.

Avenues Walk Park-n-Ride
TOD VISIONING The vision for the Avenues Walk Station expands on the recently completed residential development adjacent to the JTA’s park-n-ride and introduces a complete community of medium-high density with employment, hospitality, retail, and residential uses. The Avenues Walk Park-n-Ride facility became operational in 2018 and is a key regional amenity, providing multimodal connections for local buses and First Coast Flyer bus rapid transit. It is situated adjacent to the FEC rail corridor and at the junction of two major north- south roadways, US 1 (Philips Highway) and SR 115 (Southside Boulevard) with convenient access to existing
retail, restaurants, and office parks. The location of the proposed Avenues Walk Station provides a unique opportunity to leverage the existing JTA infrastructure, build upon regional commercial centers, and create a regional destination utilizing its existing comprehensive multi-modal transit services. Considering this, the proposed framework envisions a variety of employment uses, including offices, retail, and hotel, alongside the residential uses, aiming to attract new industries and businesses to the area, to support regional economic development, and to address existing growth needs.
