ST. JOHNS COUNTY WORKSHOP WORKSHOP SUMMARY

ONLINE SURVEY SUMMARY Workshop attendees were provided with a QR code to take the online survey which included the opportunity to comment on each proposed station plan presented. Over 40 comments and opinions were shared online. Online survey comments generally support the TOD concepts if the rail corridor is advanced. Not all comments support the rail investment, stating that there are other needs in the region for transportation improvements. Many favored the CR 210 TOD vision plan as a general model for station areas. There were fewer supporters of a TOD opportunity at Palencia, even though there is available land since they are not optimistic about garnering support from adjacent residential areas. Comments also questioned if the proposed rail corridor would reduce traffic congestion, especially for the US 1 corridor. Audience comments also pointed to the need for overall enhancement to public transportation in St. Johns County, which would require an expanded and functioning bus system to connect to a future rail corridor. Participants supported learning best practices from development and TOD across the country; noting locations such as Austin, San Diego, San Jose, Tampa, and Boulder, Colorado.

In a similar format as the Duval County Community Workshop, the project team presented TOD opportunities at select locations, CR 210, Palencia, and SR 312 proposed station areas at a Community Workshop held on August 9, 2023, in the Alcazar Room, Lightner Museum, City Hall, City of St. Augustine. Additionally, members of the SAG convened for an informal discussion in the same location, in advance of

the community workshop. SAG members were notified via e-blast and email beginning of this opportunity to gather with the project team and JTA representatives on July 21, 2023, and three additional times until the meeting on August 9, 2023. Eight stakeholders participated in the SAG discussion and nine comments were documented. Comments and questions include the following.

“ How are you planning to use the Florida East Coast Railroad?” “Are you tracking proposed development going on today?” “Could we connect light Industrial to the transit?”

Approximately 25 people attended the Community Workshop in the evening on August 9, 2023. Twenty-one comments were documented during the presentation and question/answer session. Audience members expressed overall support for the vision, indicating it was one of the best plans they have

seen; specifically, green space, and the “village idea” at each station. However, some attendees voiced concerns about the number of people coming to the area, and developers with a vision to create a Miami in the historic and old railroad town. Comments and questions include the following.

An audience member shared – “There is a lack of places for people to go and this is such a fabulous opportunity to develop spaces.” An audience member expressed that bicycle trails can help, and they liked the idea of centralizing the neighborhood.
