TOD SUMMARY

OVERVIEW Currently, there is a growing number of retail and supporting land uses near the proposed station area on the east side of the rail line, with mostly undeveloped land west of the rail line with existing commercial and retail options. Soft sites near the FCCR corridor and International Golf Parkway intersection are industrial and include cement factories and ready-mix concrete suppliers to the south, with special designation parcels to the north. Beyond the ½ mile radius from the station, land uses predominantly reflect low-density suburban communities to the north and south. The framework for

the Palencia Station proposes to redevelop the cement facility and leverage the adjacent International Golf Parkway Commerce area. Current zoning isn’t supportive of TOD and the proposed framework, and a zoning amendment or rezoning will be required. Building upon the area’s expansive outdoor amenities, the framework will establish a network of recreational trails and parks, augmenting the existing 30-acre park system east of US 1, and the Twelve Mile Swamp Conservation Area to the northwest. The framework envisions new communities that provide new social opportunities and promote a sense of place.

TOD VISIONING The proposed location for the Palencia Station is uniquely positioned approximately 15 miles north of St. Augustine, and six miles east of the I-95 corridor by way of International Golf Parkway. The vision for this station area presents a community with a full range of amenities, convenient access to major employment centers and regional points of interest and introduces a diverse type of residential units to increase population and income diversity in the area. Many of the residents in the suburban neighborhoods adjacent to the proposed Palencia Station enjoy a varied recreational lifestyle and are accustomed to commutes for work, education,

and other life activities. The proposed station area development will complement many of the daily needs by featuring extensive recreational amenities, retail, and office spaces within the community. The framework is centered around the idea of a complete community, where residents have access to the majority of daily needs within walking distance, hence enjoying a high quality of life independent of substantial vehicular commute. The ongoing adjacent IGP Commerce development west of the proposed station area, will provide further employment opportunities and create reciprocity between the two projects.
