6.3 EQUITABLE TOD
TOD can and should advance the area’s equitable development goals. The benefits of TOD should help both existing and future residents and businesses, across all income levels beyond the surroundings of the stations and/or corridor. TOD can help address historic and structural issues of racial and income inequality through encouraging Inclusive placemaking and providing convenient access to free or low-cost transit that allows lower-income households and historically marginalized populations to commute to jobs, schools, and shopping more easily – without relying on private vehicles.
