JRTC STATION INFRASTRUCTURE OVERVIEW
The JRTC station is located in Downtown Jacksonville close to multiple urban and regional destinations. The vision for TOD surrounding the JRTC Station consists of plans to establish a major mixed-use center and neighborhood that includes public spaces, active commercial areas, and extensive multimodal
connections. The framework for development includes expansion of the street grid, development of Complete Streets, traffic calming, and streetscape enhancements. Key TOD infrastructure needs for JRTC Station are shown in Table 6-7.

AGENCY COORDINATION
The key focus for redevelopment includes expanding density around the station area to foster mixed-use development, additional residential units, office space and public areas that will support transit infrastructure. The existing characteristics surrounding the station consist of dense mixed-use urban environment with growing residential development. There is a substantial amount of undeveloped land which may be available to provide ample green space and/or parking. The redevelopment area consists of multiple transit options with pedestrian connectivity to existing businesses, government facilities, museums, and entertainment. It is recommended that a new pedestrian bridge be considered to provide safe pedestrian crossing along the interior street to the station and other traffic generators. Traffic calming is also recommended to enhance safety and improve mobility. It is recommended that enhancements such as mini-roundabouts, speed tables, narrow streets, street trees, wider sidewalks, crosswalks and ADA ramp upgrades, signage, and lighting be included. In addition, a traffic study should be conducted to evaluate the need for additional traffic controls such as Pedestrian Hybrid Beacons or RRFBs to enhance pedestrian safety. The area consists of urban streets with typical pedestrian accommodations. The framework for redevelopment proposes to incorporate Complete Streets principles throughout the station area. Additionally, it proposes to introduce traffic calming on Bay Street, Park Street, and Lee Street, and extend the LaVilla Street grid onto the Convention Center site. A study is recommended to evaluate additional parking needs and the feasibility of constructing a parking garage. Also, given the proposed density of development, it is recommended that consideration be given to routing through traffic around the area to access the interstate. This may include relocating or closing ramps to I-95 at W. Bay Street and W. Forsyth Street. Existing infrastructure includes businesses and government facilities, museums, entertainment facilities, and residential developments. There is an existing Greyhound bus terminal north of the JRTC station. This area may be impacted by the development; therefore, need to determine if needs to be relocated and how local transit service can be provided to the terminal. It is recommended that consideration is given to whether the streets and turning radius should be widened to accommodate bus traffic or if buses should be re-routed around the development. There is also a convention center with adjacent development that may be a suitable location to incorporate on-site hotels.
The City, DIA, Groundworks Jacksonville, and JTA should coordinate plans for the redevelopment of the area as proposed in the TOD where feasible.

A traffic study will be required for each recommended improvement (pedestrian bridge, road diet, mini- roundabouts, pedestrian hybrid beacons, or RRFBs. Any traffic study should be in coordination with the City’s ongoing studies.

Pedestrian Connectivity
A traffic study will be required for each to determine the feasibility of incorporating a Complete Streets and traffic calming plan. The developer should coordinate with the City and FDOT on a plan to reduce through traffic by potentially relocating or closing ramps to I-95 at W. Bay Street and W. Forsyth Street. The developer/ JTA should coordinate with Greyhound to determine how the Intercity Bus Terminal (IBT) is impacted by the development and how local transit service can be provided.
