BAYMEADOWS STATION INFRASTRUCTURE OVERVIEW

The redevelopment area around Baymeadows Station will focus on serving the needs of the local community and daily commuters who work nearby. The Transit Oriented Development (TOD) framework proposes to provide local retail (i.e. -grocery stores, community

retail, and live/workspaces), an entertainment center, small parks, and complete streets to support the community. The suggestions and comments provided in Table 6-8 aim to address specific concerns that will improve sustainability and livability for all users.

AGENCY COORDINATION

The key focus for the development is to enhance land uses by providing amenities and open spaces to existing communities. The framework also includes the addition of new multifamily residential development and retail businesses. To enhance mobility within the proposed development, the new road network creates a loop that connects Old Kings Road S. and Baymeadows Road through the station. In addition, a transit plaza is proposed connecting the community and FCCR Station. The area includes an existing development with parking that will need to be demolished. There are also existing retention and/or detention ponds that may be used to include water features. There are existing parks within the area; however, a study will be required to determine if the proposed retention/detention measures are adequate.

City, County, Developer, and JTA should continue to seek opportunities for redevelopment of brownfield sites utilizing TOD where feasible.

Public Space

Recommend a review to determine if a crosswalk with a Pedestrian Hybrid Signal should be installed on Old Kings Road. Traffic calming measures are also proposed as part of the framework to enhance safety and improve mobility. It is recommended that enhancements such as mini-roundabouts, speed tables, narrow streets, street trees, wider sidewalks, crosswalks and ADA ramps upgrades, signage, and lighting be included.

A traffic study will be required for each recommended improvement (pedestrian bridge, road diet, mini-roundabouts, pedestrian hybrid beacons, or RRFBs.

Pedestrian Connectivity

Existing infrastructure includes low-density suburban communities, low-density strip development with large surface parking lots, commercial businesses, and light industry employment options. The framework for redevelopment proposes new streets for internal circulation from Old Kings Road S., Baymeadows Road, and throughout the development. There are existing right-in/right-out driveways to the development area, however, due to the close proximity to the railroad overpass full deceleration lanes should be constructed.

The developer/JTA should coordinate all proposed roadway/infrastructure improvements with the local municipality, FDOT (as applicable), and required permitting agencies. A traffic study is required for roadway improvements with proposed operational changes.
