AVENUES WALK STATION INFRASTRUCTURE OVERVIEW

The suggestions and comments, as shown in Table 6-9 provide key input to address specific concerns that will improve sustainability and livability for all users.

The redevelopment area around the Avenues Walk station proposes new retail, commercial, employment, business and residential uses. The TOD framework proposes to provide a pedestrian greenway, central open space, small-scale parks, and parking facilities.

AGENCY COORDINATION

The area surrounding Avenues Walk Station consists of growing residential development, commercial and retail development such as Walmart Supercenter, Chuck-E-Cheese, Navy Federal Credit Union, and Escapetown. The TOD framework proposes that underutilized sites such as Walmart and the center south-west will be densified. Multi-use trails and retention and/or detention ponds can provide green space and recreational areas for public use.

Coordination will be required between the City, developers, and community organizations to identify possible paths, or enhancements to existing paths (such as landscaping, alignment of green spaces, etc.).

Public Space

The area consists of good connectivity supported by Park-n-Ride parking and proximity to the regional commercial center. The TOD framework proposes to create a multi-use trail along Shops Lane to optimize pedestrian and bicycle connectivity between Avenues Walk Station and the new development. It is also recommended that trail crossings be included along the multi-use trail. The station area is proposed to be constructed adjacent to the existing Park-n-Ride lot. It is recommended that adequate lighting for pedestrians be included within the vicinity of the development and the station. Due to the expected high volumes of pedestrian traffic crossing Philips Highway, it is recommended that a pedestrian bridge be considered to reduce vehicular/pedestrian conflict and delay at the traffic signal. The TOD framework proposes to establish a grid system and provide complete streets. Additional redevelopment includes office space, hotel, conference center, and structured parking, restaurants, retail, and multifamily residential buildings. It is recommended that enhancements such as mini-roundabouts, speed tables, narrow streets, street trees, wider sidewalks, crosswalks and ADA ramp upgrades, signage, and be included. The TOD framework proposes a multi-use trail and pedestrian greenway for this development. It is recommended that the trail is designed in a manner that decreases conflicts between pedestrians and vehicular traffic. It is recommended that traffic studies be performed to evaluate if traffic signal upgrades are warranted at intersections impacted by the development. It is also recommended that the intersection of Avenues Walk at station access be evaluated for potential roundabout or traffic signal.

A traffic study will be required to determine the feasibility of a pedestrian bridge or signalized crossing.

Pedestrian Connectivity

The developer/JTA should coordinate all proposed roadway/infrastructure improvements with the local municipality, FDOT (as applicable), and required permitting agencies. A traffic study is required for roadway improvements with proposed operational changes.
