PALENCIA STATION INFRASTRUCTURE OVERVIEW The redevelopment area around the Palencia Station will create new communities with a network of recreational trails and parks. The TOD framework proposes to introduce additional residential units and open spaces that support a diversity of housing types and population.
The suggestions and strategies shown in Table 6-11 aim to address specific concerns that will improve sustainability and livability for all users.

AGENCY COORDINATION
The redevelopment of this area augments the existing adjacent master planned community and includes additional mixed- uses such as restaurants, retail and multifamily residential homes, parking, recreational trails, and public parks. The TOD framework proposes a public plaza adjacent to the station to enhance the pedestrian experience and promote retail development.
The County, Developer, and JTA should coordinate plans for the redevelopment of the area as proposed in the TOD where feasible.

Public Space
The TOD framework proposes a tree-lined trail for pedestrians that will provide connectivity between both sides of the station area and open spaces. It is recommended that adequate lighting for pedestrians be included throughout the development and the station. Traffic calming is also proposed in the framework to enhance safety and improve mobility. It is recommended that enhancements such as mini-roundabouts, speed tables, narrow streets, street trees, wider sidewalks, crosswalks and ADA ramp upgrades, signage, and lighting be included. It is also recommended that trail crossings be included along the multi-use trail.
The developer should coordinate with the county and/or FDOT in developing plans for the trail, landscaping, and lighting. A traffic study will be required for locations where traffic calming is being considered.

Pedestrian Connectivity
The framework for redevelopment proposes a new street grid south of the proposed station location. It proposes to extend Industry Place further south to connect with the new grid system. Other improvements include the addition of a collector road along the FCCR line. It is determined that Industry Place access is within the functional limits of the intersection of International Golf Parkway and US 1. It is recommended that the access to the development be relocated further west in order to improve operational efficiency. The existing access location is currently within the dynamic envelope of the railroad and the intersection of US 1; hence, egress and ingress will be difficult. Access could also be considered further south along US 1 which will also require a new railroad crossing.
The developer/JTA should coordinate all proposed roadway/infrastructure improvements with the local municipality,the County FDOT (as applicable) and required permitting agencies. A traffic study is required of roadway improvements with proposed operational changes.
