DESCRIPTION
APPLICATION/ACTION PLAN
AGENCY COORDINATION
The area surrounding this development consists of low-medium density mixed-use parcels, businesses, and retail on the fringe of the City’s historical district. There are also vacant and underutilized parcels. It is envisioned that additional mixed-use development will be part of the TOD for this station. There is area that will support retail, residential units, and structured parking.
The City, Developer, and JTA should coordinate plans for the redevelopment of the area as proposed in the TOD where feasible.

Public Space
This area is located adjacent to the Central Business District and is close to the St. Augustine Historic District. There is a considerable amount of pedestrian activity within the area which is supported by multiple modes of transit. It is recommended that adequate lighting, street trees, wider sidewalks, crosswalks and ADA ramp upgrades, and signage for pedestrians be included in the vicinity of the development and the station. Traffic calming is also recommended to enhance safety and improve mobility. It is also recommended that safe a crossing be established to provide connectivity to development along both sides of the rail tracks.
A traffic study will be required for each recommended improvement (pedestrian bridge, road diet, mini- roundabouts, pedestrian hybrid beacons or RRFBs.

Pedestrian Connectivity
The developer/JTA should coordinate all proposed roadway/infrastructure improvements with the local municipality, FDOT (as applicable) and required permitting agencies. A traffic study is required of roadway improvements with proposed operational changes.
The existing street network within this area is relatively dense and available parking within the area is limited and narrow. The proposal of extending a pedestrian bridge to the historic downtown area over Ponce de Leon Boulevard is supported. The plans also include the construction of parking facility which is also supported.
