GENERAL INFRASTRUCTURE NEEDS OVERVIEW
essential components to the overall constructability, as well as the transportation function, accessibility, and safety around each potential station location.
Table 6-14 through Table 6-18 summarize general infrastructure needs, strategies, and focused suggestions that apply to all proposed station locations; JRTC, Baymeadows, Avenues Walk, CR 210, Palencia, King Street, SR 312. These infrastructure strategies are
PRIORITY INFRASTRUCTURE INVESTMENT/STRATEGY
DESCRIPTION
APPLICATION/ACTION PLAN
AGENCY COORDINATION
Prioritize pedestrian signalization to encourage foot traffic and slow vehicular traffic. Add bike racks/ corrals throughout the corridor to encourage bike usage. Review traffic counts to see if lane repurposing is feasible to encourage the use of bike/pedestrian facilities, and alternative travel methods. If feasible, utilize additional space to support outdoor dining areas, additional bioswale/planter areas, and pocket parks.
Bike and Pedestrian Enhancements and Prioritization
A traffic study will be required to determine if lane repurposing will be feasible and to modify the timing of lights to allow for pedestrian prioritization.
Local Municipality, FDOT
The maintaining agency of streetlights and/or pedestrian lighting will need to review any proposed lighting changes to ensure that it meets minimum lighting requirements of the Florida Greenbook or Florida Design Manual.
Some existing streetlights are acorn streetlight design which focuses light downward, but in an inefficient manner. Recommend replacing existing and installing new streetlights with “Dark Sky” energy-efficient lighting that focuses light on the sidewalks and roadway.
Add or Modify Street lighting
Local Municipality, FDOT
Add and Improve Sidewalks along all streets where applicable
Review existing and proposed site conditions and provide ADA compliant sidewalks around all blocks with the redevelopment area. Widen existing sidewalks to promote/encourage walkability.
Add and/or improve sidewalks along all streets where applicable throughout the developments to improve walkability and safety. Add crosswalks at major intersections.
Local Municipality, Developers
Placing utilities underground where feasible in these redevelopment areas. This will improve aesthetics, reduce maintenance costs, and reduce safety hazards after severe storms. While this may not be feasible to do in one operation, recommend starting with sites that are slated for immediate redevelopment as it will be easier to do while sites are vacant or under construction.
Underground the Utilities (throughout redevelopment area, where possible)
Local Municipality, Developers, Utility Companies
Coordination with utility companies will be required to schedule and fund work associated with undergrounding the utilities.
