Execu�ve Summary This Community Engagement Appendix is a compila�on of the comprehensive community outreach undertaken in support of the JTA’s First Coast Commuter Rail (FCCR) Transit-Oriented Development (TOD) Study (FCCR TOD Study). This FCCR Community Engagement Appendix (FCCR Engagement Appendix) provides an overview of public outreach , highlights the community engagement ac�vi�es, and consolidates suppor�ng documents related to public involvement referenced in the final report of the JTA FCCR TOD Study. The FCCR TOD Study focused on examining TOD opportuni�es around poten�al sta�on areas if the commuter rail is advanced in the future and did not examine the overall feasibility of commuter rail. The feasibility of implemen�ng commuter rail is the subject of prior and other rail studies. The objec�ve of the outreach program was to engage stakeholders, share project informa�on, gather feedback, and build a sense of community ownership and support for the poten�al sta�ons , and TOD opportuni�es around sta�on areas. The community outreach strategy was designed to ensure inclusivity and ac�ve par�cipa�on from a diverse range of stakeholders, including residents, local businesses, community leaders, civic and educa�onal ins�tu�ons, and public officials. Summary of Community Engagement Ac�vi�es Public engagement is an important aspect of any transporta�on improvement project. It is essen�al to ensure that the community is aware of transporta�on investments and how these investments are intended to support the community and the overall quality of life of residents. Gathering data and incorpora�ng community feedback is cri�cal to the project decision -making process. To achieve the project goals for community engagement, the outreach program was comprised of mul�ple forms of public involvement to maximize the opportunity for community engagement. The outreach program encompassed the following public involvement components. The P ublic Involvement Plan, created at the outset of the project, iden�fied key objec�ves for community engagement and outlined outreach ac�vi�es to be conducted throughout the study area to create awareness and gather input for this important transporta�on investment. Stakeholder Advisory Group (SAG) : Representa�ves of local businesses, government agencies, and transporta�on experts were assembled as an advisory group, to gather insights and ensure that the project aligned with community needs and values. The project team conducted interviews with t he SAG members and convened mee�ngs of the SAG to coincide with community workshops. Community Workshops: Two community workshops were conducted in both Duval and St. Johns Coun�es to introduce the project, address concerns, share TOD sta�on area concepts, and solicit input from the community. Online Engagement/Survey: An online survey pla�orm was established to reach a wider audience and gather feedback on specific aspects of the project, including route preferences, sta�on loca�ons, and scheduling. The results of the survey, conducted through PublicInput.com , are contained in Sec�on Five.
