estimated as an indicator of which stations were more or less cost effective. The results shown in Table 3-6 indicate that of the potential station locations considered for TOD, the JRTC Station is most cost effective at $10,458 per trip; whereas, the CR 210 Station is the least cost effective at $81,013 per trip.

Additional review of the forecasts were conducted to assess the mode of access for potential station locations (Table 3-7). Overall, walk access was the dominant mode of access at most stations. However, the JRTC Station had a high rate of transfer activity (89%). Transfer activity is highest when there is connectivity with the local transit network.

The analysis of the station area commuting patterns within the study area was conducted using data from the Longitudinal Employer-Household Dynamics (LEHD) dataset provided by the U.S. Census. This dataset is a result of combining previously collected survey and administrative data related to jobs, businesses, and workers, encompassing more than 95% of the employment landscape in the United States. Table 3-5 below includes the top 20 station to station travel markets.

A review of the travel demand forecasts from the NERPM 2045 Cost Feasible network was conducted. The core stations of JRTC, Avenues Walk, CR 210, and King Street account for 50 percent of the overall ridership. The inclusion of Baymeadows, Palencia and SR 312 stations provides a total ridership increase of 18 percent (Table 3-6). Stations are more cost effective in locations where ridership demand is greatest. Currently, the average cost of a commuter rail station is approximately $6.4 million dollars. Based on the station cost and the estimated boarding activity, the station cost per trip was
