REGIONAL MULTIMODAL CONNECTIVITY To ensure the establishment of multimodal links to the commuter rail stations, it is necessary to gain a comprehensive understanding of where these linkages are deficient. This section conducts an examination of the influence of first mile/last mile transportation options on TOD implementation and sustainability. A comprehensive analysis of multimodal gaps was undertaken to detect access and mobility obstacles, particularly in a mile buffer vicinity of the station areas. MULTIMODAL NETWORK EXISTING TRANSIT NETWORK The following is a compilation of essential information regarding transportation networks and administration in the FCCR study area: 1. The City of Jacksonville has comprehensive transit service provided by the JTA. This includes an array
of transit routes, including the JTA local transit routes, Express Select, the Skyway, St. Johns River Ferry, Readi-Ride, and on demand services for the elderly, low-income, and persons with disabilities, and transportation disadvantaged. Additional micro- transit services, including Beach Buggy and Go Tuk’n also partner with JTA to provide first mile/last mile connectivity to transit. 2. In St. Augustine, St. Augustine Beach, and surrounding areas, residents and visitors rely on the public transit services provided by the Sunshine Bus Company. This service area extends to the communities of Hastings, Flagler Estates, and East Palatka Region located in Putnam County. EXISTING AND PROPOSED RECREATIONAL TRAIL NETWORK This layer includes the existing recreational trails situated within the state of Florida, all of which are maintained in accordance with the Florida Greenways and Trails System Plan. An established recreational trail, for this study, is described as a surfaced or unsurfaced path designed for hiking, cycling, horseback riding, multi-purpose use, paddling, or motorized use (ATV, OHM, ROV) and is accessible to the general public.
The current infrastrucutre includes a comprehensive inventory of the existing multimodal transportation network situated within the FCCR study area. This comprehensive network encompasses various critical multimodal components, including the established bicycle pathways, the transit system, and the extensive recreational trail network and is shown in Figure 3-7. EXISTING BIKE NETWORK This dataset comprises a comprehensive collection of Bike Lane features, sourced from the Florida Department of Transportation Roads Characteristics inventory (RCI) dataset. Within this dataset, the Bike Lane feature class outlines and delineates designated bike lanes allocated for use on all non-limited access highways, including the segments situated on bridges.
