RAPA TO PERFORM FIRST PLAY IN FOUR YEARS
January and are extremely excited to perform for the first time since the COVID-19 pande- mic began. Their last show was Noises Off, all the way back in Fall 2019, so it’s been almost four years since they last performed. The cast for Lend Me a Tenor includes Paul Richmond, Jennifer Tomlinson, Melissa Fournier, Scott Tomlinson, Sam Van Dusen, Dave Rama, Jennifer Rowberry, Jessa Miklos. RAPA will be performing at Russell High School every day from May 27 to June 3. The shows are all at 7:30 p.m., except the matinee performance on Sunday May 28, which starts at 2 p.m. Tickets are $25 for adults, $20 for seniors or students, or $18 if you go on Tuesday. Season passes are also available, which come with one ticket for Lend Me a Tenor and one ticket for RAPA’s Fall show, Christmas Belles. Christmas Belles is another comedy written by Jessie Jones, Nicholas Hope, and Jamie Wooten. It centers on the three Futrelle sisters as they try to keep it together during the Christmas season in the small town of Fayro, Texas. Frankie is overdue with her second set of twins, Twink is in jail for accidentally burning down half the town, and Honey Raye is in charge of the local church’s Christmas Program, which is spiralling out of control. Tickets for Lend Me a Tenor are available online at www.rapa.ca. They’ll also be avai- lable at the door, but Russell High can only seat 100 people at a time, so purchasing in advance is recommended. There will be light refreshments available for purchase as well.

The Russell Association for the Performing Arts (RAPA) is putting on its first performance in the new year. Ken Ludwig’s Lend Me a Tenor is a classic Broadway comedy about a famous Italian opera singer who comes to Cleveland, Ohio to perform in a famous
opera. However, a series of hijinks and misunderstandings complicate everything, leading to a desperate attempt to set things right. RAPA President Dave Rama said that the cast has been rehearsing the play since

L’objectif de la forêt Larose est de protéger l’environnement naturel et de ne pas y ajouter d’éléments artificiels, et le projet Cabinscape est à l’opposé de cela. S’ils autorisent l’installation de cabines dans la forêt, que se passera-t-il ensuite ? Il a également déclaré que les CUPR est déjà propriétaire de résidences principales et a demandé de manière rhétorique si le conseil souhaitait vraiment devenir propriétaire de cabines et de petites maisons. Le maire Pierre Leroux a déclaré que l’installation de cabines dans la forêt Larose est certainement un moyen d’accroître le tourisme et que, pour cette raison, la proposition devrait au moins être prise en considération. Zanth a déclaré qu’au lieu de cabines, les CUPR pourrait envisager des tentes ou des jupes comme celles installées à Hammond Hill. Cela aurait le même effet d’attirer plus de touristes, mais cela n’aurait pas autant d’impact négatif sur la protection de l’environnement de la forêt Larose. Le conseil a décidé d’examiner la propo- sition lors de la prochaine réunion ordinaire.

To correct this, the provincial govern- ment has extended relief money from the Ministry of Natural Resources and Forestry to aid in the cleanup of debris and the replanting of forest cover affected by the storm. South Nation Conservation (SNC) has received $360,000 for debris cleanup and $182,000 for forest regeneration, for a total of $542,000, and the UCPR has been communicating extensively with them to coordinate an eventual cleanup effort.

Mayor Mario Zanth of the City of Clarence Rockland commented that the city had seen much success with combined meetings, as have several other municipalities within the UCPR. Items discussed in committee could be enacted right away instead of being deferred to the regular meeting. Mayor Pierre Leroux of Russell said that subjects from the committee of the whole are often discussed again at the regular meetings anyway. He also suggested that the second optional meeting could be held virtually if required, to cut down on commute time for those council members that are further away from the UCPR offices. Most emergent business is dealt with in fifteen or twenty minutes at most, he said. UCPR Clerk Mélissa Cadieux said it would take some time to enact the changes to the UCPR’s procedural bylaws to allow for changes in meeting frequency. Council ulti- mately decided to try out the single-meeting approach for a period of four months, from August to December.
The UCPR has combined its committee and regular meetings into one large meeting per month. During the committee of the whole meeting on May 10, the United Counties of Prescott and Russell (UCPR) council discusses altering the monthly meeting schedule. Currently, UCPR council holds one regular meeting and one committee of the whole meetings per month, but council discussed the option of only holding one meeting per month. Council discussed the merits of combining the regular and com- mittee meetings into one meeting, or even just scrapping the committee of the whole meeting altogether and adding consent items to the regular meeting agenda. It also allowed the possibility of a second meeting to be called at the discretion of the Chief Administrative Officer (CAO) and Warden to discuss any urgent business that pops up.

About 75 percent of its operational budget comes from government funding, which creates short-time instability and unparalleled staff turnover.
During the Committee of the Whole meeting on May 10, the United Counties of Prescott and Russell (UCPR) council viewed a presentation by John Hoyles, Executive Director of Community Navigation of Eastern Ontario (CNEO). He explained about the service that CNEO offers free of charge to partner municipalities and asked for support from the UCPR. CNEO is an information center that connects residents to community resources they want and need. Whether it’s helpful programs and services, the latest local news, free meals lists, or up-to-date information regarding disasters and emergencies in the area, CNEO connects people with what they’re looking for. CNEO has over 7,000 local programs and services in its database, which includes workshops, events, skill training programs, and job opportunities. In 2022, the CNEO received a total of 658 calls from residents in Prescott-Russell, while the first three months of 2023 saw a total of 152 calls in the region. Hoyles said that their call volume increased 150 percent during the COVID-19 pandemic, an increase that’s still in the process of returning to normal. He also said that these numbers would likely be much larger if people knew about the 211 hotline, but CNEO doesn’t have enough money for a marketing campaign to make people aware of the service. The Ministry of Community and Social Services provides $4,000,000 annually to the CNEO to upkeep its databases, but this amount hasn’t increased in 14 years.
Hoyles went in front of council to request financial support for CNEO’s short-term ope- rations. He requested a total of $10,800 from UCPR council, an amount that was based on the 2016 census population of 89,300 in Prescott-Russell. Rounding up to 90,000 to account for population growth in the last seven years, he said that the rule of thumb in funding for 211 is 12 cents per person, and 90,000 multiplied by 12 cents is $10,800. This financial commitment would allow CNEO to continue its services in the short term. In return, the CNEO would provide advertising materials to spread the word about the 211 hotline in the community, and it would also feature the UCPR as an official partner on its website, its community news- letter distributed to 3,000 organizations, its ‘Key Partners’ section at media events, and its news releases. CNEO offers 24/7 service over phone, em- ail, text messaging, or online live chat through the website. Et c’est encore mieux d’honorer ce combat en parti- cipant et en luttant pour l’égalité pour tous. » Casselman fera flotter le drapeau à l’hôtel de ville jusqu’au 20 juin, à la suite des activités de la Fierté pendant le mois de juin.
Pour la première fois dans l’histoire de Casselman, le drapeau arc-en-ciel de la Fierté est hissé aux côtés des drapeaux francophone, ontarien et canadien, à l’hôtel de ville de Casselman. UCPR HEARS REGIONAL HOUSING PLAN housing options by developing what it calls the ‘7 in 7’ plan. The aim is to deliver 7000 affordable community rental units over the next seven years and create incentives for private and non-profit builders, both large and small, to deliver another 21,000 attainable market rate units. The plan calls for a total investment of $3.1 billion across the EOWC’s member municipalities, of which Prescott and Russell would receive $195.4 million. “Waitlists for community housing continue to grow across Eastern Ontario,” said Emon. “We know that there are between 12,000 and 14,000 households in desperate need of access to community housing that our municipalities operate. People on our com- munity housing waiting lists, whether it’s here or in my county of Renfrew, are left waiting on average four and a half years and in some cases up to 10 years to get access to safe, affordable community housing. Each of us in our jurisdiction has been doing our best to tackle this supply challenge, and while we’ve made progress, it’s just not enough to solve the problem. That’s why the Wardens Caucus has come together to put our collective resources and experiences together into a bold new regional solution. It’s big, it’s bold, and we think we’re up to the challenge.”

Pine said that the EOWC will incentivize all builders across the region, not just the biggest companies. It will draw from the experience and success of the Eastern Ontario Regional network’s (EORN) own procurement model and the Eastern Ontario Leadership Council (EOLC), as well as the expertise from KWM Consulting Services Inc., to develop a regional business plan. The EOWC is communicating with federal, provincial, and municipal governments to coordinate the development of the plan and gather support. Assuming everything goes well and the EOWC gets the go-ahead, it expects the business plan to be finished by this summer. After that, it will begin consul- tations with Indigenous groups in Eastern Ontario, and consultations and discussions with private and non-profit sectors. It expects to launch pilot projects and prepare requests for proposals for release by Winter 2024. “We’re hopeful that your council sees the merit in this approach and will support our efforts to convince the federal and pro- vincial governments to partner with us as well,” said Emon. “We need both of them to participate.” UCPR council do further review of the presentation information and decide whether to approve its own support for the program at a future session.

homes and other groups in Eastern Onta- rio, with coordination assistance from the Société Alzheimer Society Cornwall & District (SASCD). The goal of the project is to both raise funds for Alzheimers research projects and support programs for individuals dia- gnosed with the disease or for the families of people who have Alzheimers, and also raise public awareness about the neurological disease. The Casselman Walk-in-a-Box event saw more than 50 people, including residents of the manor, support staff, family and friends, go for a nice stroll of the neighbourhood.
The original goal was to raise $5000 for the Alzheimers Society, but more than $6000 in pledges have come in so far. «We really surpassed our goal,” said Cohen. “We had a sunny day, with no rain, and people of all ages taking part. There was a baby in a stroller and one resident took part, who is 96 years old.” The walk was kept at a relaxed pace and finished in about an hour. auprès des trappeurs des régions de Pres- cott-Russell et de Stormont-Dundas-Glengarry, ainsi que d’autres parties de la province, afin de les examiner dans le cadre de l’étude. L’une des causes possibles de ce déclin pourrait être un type de maladie se propa- geant dans la population de rats musqués. Les résultats des nécropsies effectuées sur les carcasses permettront de détermi- ner si des maladies connues qui affectent l’espèce, ou un autre type de maladie, comme la COVID, peuvent être à l’origine du déclin de la population. Les chercheurs du MNRF recueillent également des informations anecdotiques
auprès des trappeurs locaux sur les habi- tats locaux et les ressources alimentaires disponibles pour le rat musqué et le vison, afin de déterminer si ces facteurs peuvent être en cause. «Il s’agit d’un autre exemple de la façon dont notre groupe participe à divers projets visant à assurer la prospérité des espèces sauvages dans notre région», a déclaré Sté- phane Dubuc, président du GTC. Le GTC demande à ses membres, de la région des cinq comtés, de contacter le GTC ou le MNRF pour obtenir des informations sur la façon dont ils peuvent contribuer au projet de recherche.

Tout bateau à moteur doit être équipé d’un réservoir de carburant plein et d’une réserve de carburant supplémentaire en cas d’urgence. Tous les téléphones portables doivent être chargés et la personne respon- sable du bateau doit s’assurer que quelqu’un à terre connaît l’itinéraire, la destination et l’heure de retour prévue, en cas de problème. Le quatrième point de la liste de contrôle consiste à s’assurer que toutes les per- sonnes à bord portent un gilet de sauvetage et qu’elles savent nager. Toute personne qui sort sur les rivières et les lacs de l’Ontario doit savoir comment une immersion soudaine dans l’eau froide peut affecter les réactions d’une personne et comment faire face à une telle situation. En 2022, la PPO a traité un certain nombre d’enquêtes maritimes dans lesquelles 29 per- sonnes ont trouvé la mort. Parmi les victimes, on compte 18 conducteurs de bateaux, sept passagers et quatre personnes qui se sont retrouvées dans l’eau. Dans tous les cas, seules deux personnes portaient un gilet de sauvetage.
Le premier point de la liste est de s’assurer que chacun porte un gilet de sauvetage en bon état. Au cours des cinq dernières années de patrouilles maritimes de la PPO sur les voies navigables de l’Ontario, la majorité des 130 décès concernaient des personnes qui ne portaient pas de gilet de sauvetage. Les statistiques maritimes de la PPO indiquent que les bateaux chavirés ou les personnes tombées à l’eau sont à l’origine de la plupart des décès liés à la navigation de plaisance au cours de l’année. Le deuxième point de la liste de contrôle est d’éviter de naviguer en buvant de l’alcool ou en fumant de la marijuana. La navigation avec facultés affaiblies, qu’il s’agisse d’un bateau à moteur ou d’un canoë ou kayak à pagaie, est un facteur contributif dans de nombreux cas de décès sur les plans d’eau.
