STEVE FENDLEY

President, Unmanned Systems Division Kratos Defense and Security Solutions

Steve Fendley is the president of Kratos Unmanned Systems Division, KUSD, which includes the Kratos companies Kratos Unmanned Aerial Systems, Microsystems, Kratos Technical Directions, Kratos Australia, and 5-D Systems. He has more than 25 years of experience focused on the development of unmanned and optionally-piloted aerial systems, both aerial targets and the more conventional UAVs. Over his career, his defense industry roles have spanned electrical/systems engineering, engineering management, program management and executive management for Westinghouse, Tracor, Northrop Grumman, BAE Systems, 5-D Systems and CEi/Kratos. His efforts have

supported the QF-4 FSAT, MQM-107E SSAT, Kalkara (Australian 107E), Taiwan 107E, 5GAT, AFSAT, Navy SSAT, Firejet, UTAP-22 Mako, XQ-58A and several UAS development systems. Fendley has a Bachelor of Electrical Engineering degree from Auburn University.

JAMES GRIMSLEY

Executive Director of Advanced Technology Initiatives Choctaw Nation of Oklahoma

James Grimsley serves as the executive director for advanced technology initiatives with the Choctaw Nation of Oklahoma as well as an Oklahoma Transportation Commissioner with oversight and governance responsibilities for the ODT. He currently serves on the Board of Directors for the Commercial Drone Alliance as well as a variety of other boards. As part of Grimsley’s Choctaw Nation duties, he manages the FAA BEYOND Program. The Choctaw Nation of Oklahoma is the only tribal lead participant in the BEYOND program. He previously managed the FAA Integration Pilot Program for the Choctaw Nation. In October 2022, Grimsley was appointed to the FAA’s

Advanced Aviation Advisory Council. He has also served on multiple FAA Aviation Rulemaking Committees, including the Beyond Visual Line of Sight ARC. Grimsley has degrees in aerospace and mechanical engineering and 32 years of experience in the aviation and defense industries, including corporate executive experience as well as being an associate vice president for research at the University of Oklahoma. He has published papers in both peer-reviewed engineering journals and law journals on issues related to drones and emerging aviation, has testified before Congress on aerospace innovation topics and has appeared before the Oklahoma legislature to discuss aerospace and aviation policy issues.

COLONEL SHANE RILEY

J3/Director of Operations, Military Support Oklahoma National Guard

Colonel Shane Riley is the Oklahoma National Guard’s director of operations for military support with more than 35-years’ experience in the National Guard with 23 of those years served on active duty. Colonel Riley is an infantry officer and Oklahoma native, having served in support of both domestic response missions and combat deployments abroad. Colonel Riley and his staff are charged with overseeing the Oklahoma National Guard’s civil support response in emergency and disaster situations, intelligence oversight, base security, and force protection functions for the Oklahoma National Guard, and is charged with developing future capabilities for integration

into National Guard domestic and operational support. Colonel Riley holds a Bachelor of Science in biology and a Master of Science in human resources administration from East Central University in Ada, Okla., and a Master of Science in strategic studies from the United States Army War College. Colonel Riley, his wife Rebecca and their two daughters live in Moore, Okla.

DAVID ZAHN

Research Pilot, Ames Research Center NASA

David Zahn is a NASA Ames Research pilot and principal investigator for NASA’s Advanced Air Mobility research located at the Mike Monroney Aeronautical Center in Oklahoma City. David served as a UH-60 Blackhawk pilot in the U.S. Army and is an Air Medal recipient for MEDEVAC missions flown in Iraq with previous experience in airfield operations, terminal procedures (TERPS), accident investigation and international flight instruction. David’s background in low-level Air Assault, MEDEVAC and aerial firefighting operations combined with his TERPS experience helped NASA research revolutionary approach/departure procedures and airspace infrastructure

models for AAM research, certification, and integration. David previously led the NASA-Joby partnership and is currently assigned as a project pilot flight testing experimental eVTOL capabilities with DARPA, NRC Canada, Artemis Human Landing System and AFWERX programs. In addition to his NASA duties, David is also developing curriculum for Oklahoma State University’s aerospace engineering program as well as lecturing at National and International Test Pilot Schools. David Zahn graduated from Oral Roberts University in Tulsa, Okla. where he was also an NCAA Division I athlete.
