CIPP RESPONSE TO HM TREASURY CONSULTATION ON TAX EXEMPTIONS FOR MEDICAL EXPENDITURE

The CIPP policy team would like to thank those members who completed our survey about the potential impact on administrative burdens of the proposed tax exemption on employer expenditure on health-related interventions. The government wants to make this exemption simple to administer so it will encourage employers to engage with the well-being of their employees and fund treatment to help them back to work after a period of ill-health. However, the responses to our survey show that member opinion is mixed on whether the proposed tax exemption will reduce or increase the admin burden for employers. What is clear however, is that respondents feel that this measure is unlikely to encourage employers to pay for any health-related interventions. The opinion of those who responded is that those who already provide such interventions will continue to do so, and those who do not are unlikely to start.

The list of professional bodies and learned societies approved by HMRC for the purposes of Section 344 ITEPA 2003 (Deduction for fees and subscriptions paid to professional bodies or learned societies) has been updated. The list includes all bodies approved by the Commissioners for HMRC up to 31 July.

A REMINDER ABOUT THE NEW ONLINE END OF YEAR EXPENSES AND BENEFITS SERVICE

HMRC has issued a reminder that employers who have been unable to submit forms P11D, P11D(b) and P9D due to problems with the new online service should now submit their forms as soon as possible. If you do this before 4 August 2013 but are then issued with a penalty notice you should write to HMRC and appeal, explaining that you tried to file on time but experienced problems with the new online service.
