“ The best communications material is simple and concise,” according to the Pension Quality Mark’s communication guide, issued last week, which cautioned the more technologically minded communication teams not to confuse the medium with the message. It is quite possible the benefits of workplace saving could be lost in the edit. Edinburgh University is certainly bracing itself for the impact of this month’s payslip surprise. Early indications suggest, though, that beyond the initial shock, there might be something positive to tweet about.
DWP CONSULTATION - TECHNICAL CHANGES TO AUTO ENROLMENT

The DWP have published a consultation designed to improve the automatic enrolment process.
The consultation document outlines the amendments the DWP are proposing to give more flexibility on pay reference periods, the automatic enrolment joining window, and the form of the opt out notice. It also sets out proposals to align the contribution deadline for all new joiners and amend the Test Scheme Standard. The consultation also seeks views on other possible easements for employers providing good pension schemes and potential future changes to remove the automatic enrolment duty where pension saving is not appropriate or where further pension saving could result in financial detriment, i.e. for those who are or should be protected for tax reasons.
The closing date for responses is 7 May. The CIPP will be conducting a survey to seek the payroll profession’s views.

The CIPP, British Computer Society, IReeN and Payroll Alliance are jointly conducting a survey on the recent publication of the DWP consultation document; Technical Changes to Automatic Enrolment. The CIPP, BCS and IReeN, along with other representatives spoke with the Pensions Minister and the DWP staff to highlight some of the difficulties employers were, or were going to experience with automatic enrolment. You should read the consultation document and refer to sections when directed to be able to answer this survey effectively, although every effort has been made to provide sufficient background to help you answer the questions. The survey closes on 29 April and should take you no more than 30 minutes to complete, including reading relevant parts of the consultation document. The consultation response submitted by this group could change the way in which automatic enrolment works in the future and therefore your valuable time in completing this survey is very much appreciated by all of us.
