CALL FOR EVIDENCE ON DRAFT REGULATIONS FOR NEXT YEAR’S LOCAL AUTHORITY PENSION REFORMS

The Department for Communities and Local Government (DCLG) has launched a call for evidence into draft regulations for next year’s local authority pension reforms. The responses to this will help inform a consultation to be published in the early autumn on a number of broad principles for change.

The CIPP policy team will be studying this document and will issue a survey shortly.

CIPP SURVEY ON THE CALL FOR EVIDENCE ABOUT THE FUTURE STRUCTURE OF THE LOCAL GOVERNMENT PENSION SCHEME

In 2010, the Government commissioned Lord Hutton to chair the Independent Public Service Pensions Commission. The purpose of the Commission was to review public service pensions and to make recommendations on how they could be made sustainable and affordable in the long term, while being fair to both taxpayers and public sector workers. Lord Hutton’s final report was published on 10 March 2011. Among its recommendations, the report made clear that the benefits of co-operative working between local government pension scheme funds and achieving administration efficiencies more generally should investigated further. The Local Government Pension Scheme (LGPS) currently costs local taxpayers £6billion a year in employer contributions.

On 21 May 2013 Brandon Lewis, the minister responsible for the LGPS, called for evidence on the future structure of the scheme and measures that might improve efficiency.

The CIPP Policy Team has published a survey to collect the views of those with an interest in LGPS. The survey should take no more than 15 minutes to complete but will give those members in Local Government an opportunity to air their views on the future structure of the LGPS. The survey will close on 15 August 2013.

Local Government Pension Scheme 2014: Payroll and HR specifications

The Local Government Association has published a payroll specification and HR specification aimed at assisting employers and software suppliers with the administration of LGPS 2014.

Both guides can be found at the LGPS website under the guides and publications section.

The payroll specification is designed to assist employers and their software suppliers when developing payroll systems for next April additionally the HR specification contains information for employers on the processes required to administer the scheme from April 2014.
