According to the article, Tusker met with HMRC, HM Treasury and HMRC Policy, and following this meeting they confirm that the treatment which they and EY have applied since the publication of the Finance Bill is correct.

Scale rate expenses payments for employee travelling outside the UK 13 November 2017
HMRC has confirmed that the scale rates published in October 2014 for accommodation and subsistence for employees travelling overseas will continue to apply for the year commencing October 2017.
Employers can reimburse subsistence to employees who travel abroad for business purposes by making a scale rate payment .
