Appealing a decision through HM Courts and Tribunals Service 4 August 2017
Certain appeals to the tax tribunal can now be made using the new online Tax Appeal service.
HM Courts and Tribunals Service (HMCTS) provided an article for HMRC’s Tax Agent Blog with the details of the new online service.
The new HMCTS Tax Appeal Online service allows you to submit your appeal online. You can appeal against certain decisions made by HMRC about tax affairs and any penalties incurred.
You can appeal to the First-tier Tribunal which is independent of government and will listen to both sides of the argument before making a decision.
Before you appeal to the tribunal you may wish to consider Alternative Dispute Resolution (ADR) . You can apply for ADR if you have stopped making progress in your dealings with HMRC.
Benefits of the new service include:
you can lodge an appeal and receive an acknowledgement with a reference number in one-step the online appeal lodgement process provides an option to upload documents, saving on postal costs the creation of the ‘save and return’ function allows you to save and revisit an appeal lodgement if you need to find further information, allowing you to return to your application at a later date the online lodgement service means your information is validated when you enter it onto the system, consequently applications are less likely to be rejected for incomplete or incorrect information The process has not changed for Direct Tax appeals, for example Income Tax, PAYE tax, Corporation Tax, Capital Gains Tax, National Insurance contributions, Statutory Sick Pay, Statutory Maternity Pay, Inheritance Tax - you must appeal to HMRC first.

Treasury Committee wants answers to issues with Childcare Service website 7 August 2017
Nicky Morgan, chair of the Treasury Committee, has written to HMRC requesting answers about the disappointing performance of its Childcare Service website.
It has been reported widely in the media that many parents have experienced issues with HMRC’s Childcare Service website since it went live in April. Tax-Free Childcare and 30 hours free childcare are two separate government schemes to help parents with the cost of childcare and both can be applied for through the Childcare Service website. The Policy team has also been hearing from members at our National Forums that early experiences of using the Childcare Service have thrown up many challenges and frustrations. As with any new digital service the Childcare Service has been launched in Beta mode (trial mode) and is being updated with system fixes, solutions and improvements on a regular basis. The MP's letter has been referred to by many organisations including Nursery World who have apparently learnt that HMRC is sending letters to some parents using the Childcare Service inviting them to participate in research into their experiences of using the Service. Parents will be paid £20 for their time and the letter states that findings from the study, which will be carried out by the IFF, will ‘help HMRC to continue to improve the quality of its service and to help them to better understand its customers’ needs’.
HMRC issued a statement to the media when Nicky Morgan’s letter was first publicised, saying:
