The second gives tax examples which at this stage are more limited in scope; but the intention is to provide a wider set of tax examples shortly. If you are wishing to test now, this smaller set should give you confidence in your 2018-19 calculation routines for Scottish and UK taxpayers.

NICs guidance for software developers tax year 2018-19 18 January 2017

The 2018-19 version of the National Insurance contributions guidance for software developers has been made available on GOV.UK.

National Insurance (NI) guidance - for software developers working with payroll software.

Please note that this is the January 2018 version which supersedes the December 2017 version .

HMRC’s Software Developers Support Team (SDST) said:

“Please accept our apologies for any inconvenience caused due to the presence of errors in the original December 2017 version.”

Postponement of NICs Bill – update on impact on payroll software changes for class 1A 22 January 2017 HMRC’s Software Developers Support Team (SDST) has confirmed that developers can now test the removal of data items 190 and 191 from the 2018/19 FPS message against ETS, TPVS and VSIPS and also using the Local Test Service. Further to the communication from SDST last November about the one year delay to the implementation of the NICs Bill and the subsequent decision by HMRC to reverse the changes originally published in the RTI RIM Artefacts for 2018/19 to align with the new delivery date of April 2019, an update has been provided:

Payroll software developers can now test the removal of data items 190 and 191 from the 2018/19 FPS message against ETS, TPVS and VSIPS and also using the Local Test Service.

IMPORTANT REMINDER: the VSIPS URL https://secure.dev.gateway.gov.uk/submission will be withdrawn on 14 February 2018, please use the replacement ETS URL https://test-transaction-engine.tax.service.gov.uk/submission .
