Executive Summary The University of Bath is seeking to appoint a Head of Engineering Services within the Campus Infrastructure team. The University of Bath was founded in 1966 and is known for its strengths in the fields of engineer- ing, natural sciences, social sciences, and man- agement. The university is consistently ranked highly both nationally and internationally, and was named ‘University of the Year’ by The Times and Sunday Times ‘Good University Guide’ 2023. With a student population of over 20,000 and nearly 4,000 staff, the University has a pictur- esque campus which includes a mix of modern and historic buildings, as well as green spaces, a residential portfolio of 6,400 bedspaces and world-class sports facilities. In the last decade, we have invested over £450 million in our campus - this includes new accommodation, academic buildings, and sports facilities such as the Olym- pic Legacy swimming pool. The Head of Engineering Services role takes responsibility for the strategic planning and de- livery of engineering services and infrastructure management across the University estate portfo- lio. You will provide professional guidance and leadership to the University on strategy and policy for engineering infrastructure, whilst leading a multi-disciplinary team of engineering profession- als on the delivery of strategic maintenance and compliance programmes, and energy saving and carbon reduction projects.

management. To continually strive to improve services to give value for money. • Prepare a programme of maintenance works for the allocation of funding and the condition survey. Subsequent programme management including budget management and the prepara- tion of work position statements. • Ensure constant and strong communication links are main- tained with customers on all their requests. • Preparation of drawings, specifications, schedules of works/ rates, invitations to tender, scrutiny of returned tenders, awards of contract, authorisation of contract payments and direct orders etc. Inspection of works in progress, quality con- trol and control management. • Co-ordinate in-house/external contractor resources in pursuit of best value service delivery of all aspects of the workload. • Ensure that suitable and sufficient RAMS are in place for all work whether carried out by in house or contract staff. • Supervise the management of contracts and procurement of goods and services in accordance with standard contract procedures, and University Financial Regulations. • Development of Energy and Carbon reduction initiatives in partnership with the University’s Environmental Officer in pursuit of achieving significant reductions in both areas in the coming years. • Co-ordination and delivery of statutory and non-statutory in- spections, including HV switching installations. • Assist in the development of IT Systems/computer software packages, in particular the University’s BMS system, to sup- port the functions of the post and to enhance the service delivery. • Manage any delegated budgets. • Develop systems for standardising building infrastructure. • Utilise and update management information systems (condi- tion surveys) using the output of which in formulating mainte- nance programmes. • Operate the Archibus Management Information System to interrogate the system and produce meaningful reports to help facilitate future maintenance programmes. • Undertake authorised persons duties for designated systems as required.
Job Purpose • To safely manage all aspects, technical and managerial, of electrical and mechanical ser-vices including LV/ HV substa- tion and gas supply. • Giving guidance and advice to the in-house trade staff and procuring and manage the services of external contractors and consultants when required. To provide advice to the capital projects team on electrical and mechanical issues as necessary.

Staff management responsibility • Mechanical Service Engineers, Electrical Services Engineers, Building Controls Engineer, Energy Engineers Special conditions • The health and safety of all people on campus is the utmost priority of this role. • You are required to follow all University policies and proce- dures at all times and take account of University guidance. • The job holder will be required to take part with the “on call” duty management rota and be available for emergency call outs as required. Whilst the University is mainly based on one site, it does own and manage properties elsewhere, so the ability to travel is essential. Main duties and responsibilities • Develop and implement the strategy and policy for the me- chanical and electrical services across the university estate, to ensure full legislative and regulatory compliance and to benchmark performance to other similar HEIs using available tools. • Provision of strategic advice and professional support to the University in respect of Electrical and Mechanical Engineering Services. • Contribute to continuous improvement and lean process- es review for all aspects of Campus Infrastructure workload

Qualifications Essential: • Degree in Engineering discipline or, other equivalent qualification and experience • Willingness to undertake further qualifications Desirable: • Chartered Electrical or Mechanical Engineer or working towards it • Member of relevant professional organisation (BIFM/RICS/CIBSE) • Health and Safety qualification (IOSH or NEBOSH) • Project Management qualification • Asbestos related qualification • Legionella Risk Assessment Train- ing • Heating and ventilation qualification • Manual handling qualification • First aid qualification Skills Essential: • Excellent written and oral communi- cation skills • Setting priorities for self and team and monitor progress • Highly focused on customer out- comes • Use of MIS to report and assist decision making • Computer literate and proficient with a proven ability in the use of an Estates Management and Build- ing Energy Management systems.
