External Relationship Management 1. Day to lay liaison with external surveyors, architects, estate agents, planning consultations, DBE Building Officer and other professional advisors. 2. Provision of professional advice to other church organisations, i.e. PCCs etc. 3. In association with the Assistant Diocesan Surveyor, negotiation of fees with potential clients for professional services [Church of England Aided Schools, Academies etc]. 4. Developing new initiatives on property related matters to assist local churches. This document indicates the general level of responsibility and overall aims /outcomes of the position. The above is not an exhaustive list of activities and responsibilities. You will be expected to perform relevant activities, as necessitated by your role, to meet the aims and the overall objectives of the organisation. ADDITIONAL INFORMATION The post holder must undertake activities at all times in accordance with legislative and regulatory requirements. The post holder must at all times carry out their responsibilities with due regard to the DBF Equal Opportunities Policy and be vigilant in complying with Health & Safety regulations to maintain a safe and secure working environment. In addition, the post-holder will need to occasionally be able to travel within the diocese and be available to attend events outside normal working hours on a “time off in lieu” basis.
DUTIES AND RESPONSIBILITIES Diosecan Properties Service Management 1. To carry out quinquennial inspections /surveys of parsonages and other clergy housing, prepare reports and place contracts for works and ensure major repairs needs are brought to the attention of the relevant Property Committees for consideration. 2. Carry out inspections during vacancies and organise repairs/improvements prior to reoccupation of clergy housing. 3. Plan, organise and implement alterations and improvements, including coordinating the preparation of drawing, specifications, obtaining planning and statutory consents and administering contracts. 4. Carry out structural surveys of properties prior to purchase. 5. Specify and administer planned and cyclical maintenance contracts to DBF/DBE buildings. Committee Engagement and Relationship Management 1. Advise colleagues and the relevant diocesan governance bodies on construction and maintenance issues. 2. Act as Secretary to working groups, ad hoc or otherwise, as required. 3. Prepare revenue and capital budgets forecasts in association with colleagues. Operations Management and Leadership 1. Oversee day-to-day management of relevant supporting staff. 2. Exercise (with and without external consultants) all construction management functions as applicable including 3. Budget, plan and organise all aspects of building maintenance of DBF offices and properties. 4.
