Dallas BA makes industry’s voice heard at Legislative Rally Day

So, the message from teams from the Dallas BA was simple: The legislature should work to build on Texas’ reputation for providing the American Dream.

Enduring the rainy weather, teams from the As - sociation met with more than 30 legislators and their staffs to discuss the most press - ing regulatory concerns our industry has for the 89th Leg - islature. Covering topics from fees, to permitting, to zoning and other regulations, Dallas BA advocated for the home building industry’s needs, as well as provided examples of our economic benefit to both the Dallas Service Area and across the State of Texas. Home building benefits the state’s economy, con - tributing an estimated $71.5 billion annually. More than 42,000 construction jobs were added in Texas last year. That results in part from 4.4% in construction growth. Still, just as is needed nationwide, Texas needs new construction workers. But this economic ben - efit faces threats. Texas saw a rise of 40% in median home prices between 2019 and 2023, according to data from the Texas Comptroller. And the Lone Star State lags be - hind most other states when it comes to its national ranking in home ownership. The impacts of over regulation can stifle home ownership. The Texas Real

Across the region, local govern - ments are awaiting the final recom - mendations for regional amendments to the 2024 I-Codes, including the International Residential Code (IRC) and International Energy Conservation Code (IECC). The Dallas BA is a voting mem - ber of the Regional Codes Coordinat - ing Committee at the North Central Texas Council of Governments, whose work is to draft and approve the rec - ommendations. The drafts are now in the final stages, and the goal is to provide an example for area munici - palities to adopt in their local process that better align codes to our region and avoid needlessly driving up costs. Oh, yeah, and the State Legisla - ture is in full swing
did not include application for single- family after concerns were raised. The City of Dallas is still work - ing on a draft for amendments to the parking code. The intent is to reduce parking minimums and better apply the calculations of space as needed per multifamily development. In Denton, the discussion is about what rates should be applied per dwelling unit as the city updates their water and wastewater impact fees. The committee of jurisdiction has already been presented with a study, and now the draft will likely go before the city’s public utilities board for input related to the city’s overall fee schedules. Sometime in the next few months, the City Council will weigh in with a final decision.

Local Regulations Loom Big Into Spring
From Dallas to Denton and other points in the service area, local ordi - nances and fees are being discussed. Dallas BA recently weighed in on a parkland dedication ordinance amend - ment in Dallas, stating our concern about any new and different calcula - tions applied to new single-family homes. Dallas drafted amendments due to requirements related to multifamily dedications resulting from HB 1526 in the 88th session. That legislation

This year’s McSAM Awards presented by LP Building Solutions will be held on Saturday, April 26, at the Statler Hotel in Dallas. The Dallas Builders Associa - tion’s annual McSAM Awards rec - ognizes excellence in sales and mar - keting. These prestigious awards are given to builders, remodelers, devel - opers and associates who have made a significant and creative contribu - tion in residential marketing through specific achievements in the previous year. Entry fee for all categories ex - cept People’s Choice is $225 per en - try. All entries must be submitted through the online portal at McSA- MAwards.com. The 2025 awards show will in - clude 84 categories and two People’s Choice Awards: Community of the Year and Builder of the Year.
