As summer approaches, there is so much happening throughout Irvine! We’re making great strides toward enhancing the exceptional quality of life our community is known for. Construction is underway on exciting new recreation amenities, including eight pickleball courts at Mike Ward Community Park — Woodbridge and the City's first fieldhouse, which will be one of the largest and best amenitized facilities in the region. We are enhancing and expanding trails and bridges while exploring additional sustainable mobility options all in support of a more walkable, bike-friendly city. We continue to advance efforts to establish a world-class library operation for Irvine. City staff are planning a terrific lineup of summer programming for all ages as we prepare to officially open Irvine branches under the new Irvine Public Library system in early August. And of course, summer in Irvine wouldn’t be complete without a series of unforgettable community events, from live concerts to outdoor movies, and our new Fourth of July celebration at the Great Park. If that wasn’t enough to set Irvine apart, we were recently recognized among the best in the nation for key factors in overall well-being including third happiest city, 11th healthiest city, and 16th best city for low stress levels. We’re proud of these distinctions — and proud to continue to serve our community in a way that ensures Irvine remains one of the best places to live, work, and play.

Turning the Page — A New Vision for Library Services

Irvine’s First Fieldhouse

Make this summer one for the books. The new Irvine Public Library is coming soon and will feature premier services that better serve Irvine residents and the community. From intentionally designed programming and services to state-of- the-art collections, online databases, and more — the Irvine Public Library is being reimagined as a community space where possibility, imagination, and learning thrive. The existing Heritage Park and University Park Library locations will be closed by the County of Orange May 16, with an anticipated opening date of August 4, under City of Irvine operation. Katie Wheeler Library will close July 1, and reopen in early 2026 under City operation. Although branches will be closed until August, beginning mid-May, Irvine Public Library will officially launch Summer with the Library — seasonal activities for kids, teens, and adults — there’s something for residents of all ages to enjoy. Together, we’re creating bold, new library services and programming for Irvine residents.

Work is underway on the City’s new 112,000-square-foot gym on Red Hill Avenue. The fieldhouse will be one of the largest and best amenitized facilities in the region. The layout of the gym, coupled with the available on-site parking, will result in the development of a truly first-class facility. Based on the current construction schedule, the building shell is expected to be completed in early 2026 with the fieldhouse opening in summer 2026. The state-of-the-art facility will offer 10 multi-purpose courts, 10 badminton courts, and the ability to add up to eight additional badminton courts, ensuring a premier space for a variety of sports. To create a facility that meets the needs of the community, City staff have been working closely with representatives from badminton, basketball, gymnastics, futsal, padel, pickleball, table tennis, team handball, and volleyball to refine the design and programming. Summer with the Library The Irvine Public Library is hosting a variety of free events for all ages to keep the community reading, learning, and connecting all summer long. Summer with the Library events take place through July and include pop-up libraries, an online summer reading program, a book club for adults, children's storytimes, and teen study hall sessions.

Parking Reminder for Residents To keep our neighborhoods safe and accessible and prevent parking citations, the City of Irvine is reminding residents about the importance of following California Vehicle Code (CVC) 22500(e), which makes it illegal to stop, park, or leave a vehicle in front of a public or private driveway. Blocking a driveway includes any vehicle parked: J Across or partially covering a driveway, including curb cuts. J On the sloped or level portion leading to the street. J In a way that restricts access to or from a driveway. Please follow all posted parking signs. Public Safety responds to resident complaints about blocked driveways and may issue citations.

Free Grocery Food Box for Irvine Residents The City of Irvine, in collaboration with Community Action Partnership of Orange County, is offering free grocery

Eligibility is based on income guidelines. The City is also offering assistance enrolling in or obtaining recertification in the CalFresh Program, federally known as the Supplemental Nutrition Assistance Program (SNAP), which issues monthly electronic benefits that can be used to buy most foods at many markets and food stores. food boxes to residents of all ages. Eligible residents will receive a box of food weighing approximately 30 pounds once a month. The box contains a variety of dried beans, fresh produce, canned and frozen vegetables, fruit/ vegetable juice, meat (when available), poultry, fish, nuts, milk, cheese, rice, cereal, and pasta. The food boxes will be available once a month for pickup on Thursdays between 9 a.m. and noon at Heritage Community Center. Upcoming food box pick-up dates are June 12, July 10, and August 7.

Get Ready to Serve, Rally, and Smash at Mike Ward Community Park

Celebrate Pride in Irvine In honor of Harvey Milk Day and June Pride Month, the City of Irvine will host its fourth annual Pride in Irvine event Thursday, May 22, from 5 to 7 p.m., at the Irvine Civic Center Piazza. Join us at this free event as the Progress Flag is raised in front of City Hall. Explore booths hosted by local LGBTQIA+ advocacy and support organizations. Eight pickleball courts are coming to Mike Ward Community Park — Woodbridge as the City works to meet growing demand for the sport. Along with the courts, four shade structures, site lighting improvements, and upgrades to the restroom facility are being completed. The project also includes the installation of picnic tables, benches, drinking fountains, and various landscape and irrigation enhancements at the park. The project is expected to be complete in spring 2026.

Field Day Showcases Emergency Communications

The community is invited to join Irvine Disaster Emergency Communications (IDEC) during the 2025 Field Day Saturday, June 28, from noon to 6 p.m. in Hangar 244 at the Great Park. Field Day is an annual nationwide event, sponsored by the American Radio Relay League, showcasing amateur radio operations in a 24-hour contest and public demonstration. Visitors can learn about IDEC, a volunteer organization of licensed amateur radio operators supporting the

City of Irvine’s emergency preparedness response and general public safety. Guests can also tour IDEC’s communications vehicle, see emergency communications in action, and even connect with ham radio operators worldwide. Scouts can also work toward their radio merit badge during the event.

Powering a Greener Irvine: Gas-Powered Lawn Equipment Ban Now in Effect

As part of the City's efforts to foster a sustainable, healthy community, a City ordinance has gone into effect that bans the use of gas-powered lawn equipment for residents and businesses. This includes lawn mowers, leaf blowers, chainsaws, and trimmers.

To help our community make the transition to electric lawn and garden equipment, up to $250 in rebates is available for eligible equipment. For more information about rebates, how to recycle gas-powered equipment, additional resources, and how to apply, visit cityofirvine.org/lawnequipment .

Great Park Report

Honoring the Past Explore What’s New on the Great Park Historical Timeline

The Walkable Historical Timeline — a beloved feature extending from the Great Park Reflecting Pond to the Visitors Center — has received a major update, adding new chapters to this unique community landmark. The timeline stretches more than 2,600 feet on one of the former Marine Corps Air Station El Toro's taxiways, guiding visitors through 162 significant historical events of global, national, state, and regional significance. Originally curated by UCI historians Dr. Keith Nelson and Dr. Spencer Olin, it has long served as both a historical record and a thought- provoking public art installation. In April, the City of Irvine brought the timeline into the present day, ensuring it continues to educate and inspire future generations. The update includes 44 new entries covering the last 30 years — from groundbreaking innovations to cultural shifts — hand-painted in the same artistic style as the original, continuing eastward from the Visitors Center.

In addition, an updated timeline handbook features expanded narratives and refreshed graphics, offering visitors a deeper dive into each historical milestone. Phase 2 of the project will introduce a digital experience. A website will feature an interactive map offering an aerial view of the timeline along with detailed information and photos of timeline entries. By scanning QR codes on signs along the path, guests will be able to access rich multimedia content and explore historic moments in greater depth — making history more accessible, engaging, and shareable than ever before. With these additions, the Walkable Historical Timeline will evolve into a dynamic educational experience that bridges the past and the present in meaningful ways. It’s another example of Irvine’s commitment to honoring its roots while embracing the future.

State of the Great Park On May 6, Great Park Board Chairman Mike Carroll, Vice Chairman William Go, and Mayor Larry Agran shared an update on the State of the Great Park, unveiling exciting new features and highlighting substantial progress in Irvine’s efforts to establish one of the world’s greatest metropolitan parks. Connection to the Past The Walkable Historical Timeline at the Great Park offers a journey through thousands of years of human history — with a unique lens on Southern California, Irvine, and the Great Park. Here are a few highlights you’ll find along the timeline.

JULY 1942 Land Purchased for Marine Corps Air Station El Toro

In July 1942, the federal government purchased approximately 2,300 acres from the Irvine Company for construction of Marine Corps Air Station (MCAS) El Toro. In March 1943, MCAS El Toro was formally commissioned as a temporary wartime installation. In December 1944, it was designated as a permanent installation. The base was home to 1,248 officers and 6,831 enlisted personnel, making it the largest Marine Corps Air Station on the West Coast. JULY 1999 Marine Corps Air Station El Toro Closes In 1993, the federal government decided to close MCAS El Toro as part of a national effort to streamline military operations, reduce costs, and address national security readiness. For 50 years, MCAS El Toro was one of the most important jet fighter facilities on the West Coast, supporting U.S. military efforts in World War II, the Korean War, Vietnam War, and the Gulf War. The station officially closed July 2, 1999.

AUGUST 2005 Dedication of the Great Park

In August 2005, Irvine dedicated the Great Park and celebrated a long effort to secure the former MCAS El Toro and the surrounding land for public use. Initial development efforts focused on sporting venues and recreational facilities, as well as environmental cleanup and stabilization related to the historical military activity. The Great Park project involved many community meetings and planning efforts to develop an exemplary metropolitan park, one of the largest in both the region and the nation. JULY 2007 Great Park Balloon Opens The Great Park Balloon launched its inaugural flight July 14, 2007. The Balloon’s bright orange color honors the citrus growing heritage of Orange County and the rich agricultural history of Irvine. The ride is one of the largest tethered helium balloons in the world and one of the first of its kind in the United States. During flights, it reaches an altitude of 400 feet and offers visitors 360-degree panoramic views. On a clear day, passengers can see up to 40 miles away. The Balloon was the first major attraction at the Great Park.

Irvine in Motion Leading the Way in Sustainable Mobility

A new era of transportation is here, and Irvine is leading the way. As cities across the nation look for smarter, more sustainable mobility solutions, Irvine is taking bold steps to create a future where residents of all ages and abilities can safely walk, bike, and access

The trail, which spans about 3.4 miles from Jamboree Road by Peters Canyon Trailhead to Sand Canyon Avenue, already links to the Jeffrey Open Space Trail, Harvard Trail, San Diego Creek Trail, and Peters Canyon Trail. In addition, construction continues on the Jeffrey Open Space Trail (JOST) Bicycle and Pedestrian Bridge, which will span 1,200 feet over the I-5 Freeway, the Caltrans Park & Ride parking lot, and Walnut Avenue, linking trails from the Pacific Ocean to the Santa Ana Mountains. In addition, the City is exploring the creation of a bicycle maintenance center that could offer amenities such as secure parking and classes, as well as services for repair to support cyclists. It is also fostering a culture of sustainable mobility with events like CicloIrvine and an upcoming Community Bike Ride.

Irvine is working to make cycling safer and more accessible than ever as the City implements key strategies in its Sustainable Mobility Plan. It is looking at ways to connect existing trails and planning more Class IV protected bikeways, which offer dedicated lanes separating cyclists from cars with a physical barrier. Construction was completed this spring on Irvine’s second Class IV protected bikeway between Ridge Valley and Corsair, and six additional protected bikeways are planned this year in coordination with annual street pavement rehabilitation projects: J Culver/Orchard Hills Loop, north of Portola Parkway J Quail Hill, from Shady Canyon to Laguna Canyon (plus Knollcrest Loop) J Culver, from Campus to Shady Canyon

Creating a More Connected Community The City continues to expand its multimodal bridge network with construction expected to begin this summer on a pedestrian bridge at Jamboree Road and Michelson Drive. The highly anticipated bridge will enhance pedestrian safety, relieve traffic congestion, and serve as a gateway monument for anyone entering the Irvine Business Complex. The City has also invested in transit. In its first year of service, there were more than 141,000 passenger boardings on Irvine CONNECT, the transit service that extends from the northern end of Irvine to Irvine Station and includes stops at parks, schools, hospitals,

and shopping centers. Ridership levels have made Irvine CONNECT the third busiest transit route in Irvine, including those offered by the Orange County Transportation Authority. mobility, Irvine is setting a new standard for transportation. By investing in safer cycling

infrastructure, exploring innovative transit options, and fostering regional collaboration, the City is proving that a more connected, vibrant, and environmentally friendly future is not just possible — it’s happening now.

What is Sustainable Mobility? Sustainable mobility is the term used to refer to transportation from an environmental or ecological mindset. On-road transportation is the single largest contributor to Irvine’s greenhouse gas emissions. By incorporating sustainable mobility, the City can mitigate excessive fuel consumption and reduce greenhouse gas emissions.

Q&A with Tony Cruz,

Mobility Programs Analyst

What steps is the City taking to expand bike-friendly infrastructure and encourage more cycling? The City of Irvine is committed to enhancing bike safety and accessibility for riders of all ages and abilities. A key initiative in this effort was the recent installation of the Cadence Class IV bikeway, designed to provide a safer and more comfortable riding experience. Building on this progress, a second Class IV bikeway was added this spring on Phantom. This addition will further improve bike connectivity, making it easier for families and children to access key destinations such as the Great Park, local schools, and surrounding neighborhoods. These investments reflect the City’s dedication to expanding bike-friendly infrastructure and promoting cycling as a convenient and enjoyable mode of transportation.

Tony Cruz understands first-hand what makes a city truly bike friendly. As a former Olympic cyclist and seasoned competitor on the world stage, he’s spent countless hours in the saddle. Cruz competed at the 2000 Sydney Olympics, was the 1999 U.S. National Criterium Champion, and won the 2004, 2005, and 2006 Tour de Nez. Now, as a Mobility Programs Analyst for the City of Irvine, Cruz is bringing his passion for cycling and sustainable transportation planning together to help shape the future of mobility in Irvine. From expanding the City’s network of protected bikeways to fostering a culture of sustainable transportation, he’s at the forefront of making Irvine safer and more accessible for cyclists of all ages and abilities. In this issue of Inside Irvine , Cruz shares insights on the City’s efforts to improve mobility, his perspective on what makes Irvine a great place to ride, and practical tips for incorporating cycling into everyday life.

May is Bike Month. What are some tips for making cycling a part of everyday life in Irvine?

The City plans to host its first Mobility Summit this year. How will this event help to shape the future of transportation in Irvine? The Irvine Mobility Summit was created to build upon the City's ongoing efforts to enhance mobility. Irvine is known as one of the safest, most beautiful places to ride because of the expansive network of bike lanes, trails and bikeways that comprise more than 400 miles collectively. In many ways, the City’s village design plays a key role in promoting bikeability, as fewer driveways and minimal street parking reduce conflicts that often hinder the implementation of bikeways. Looking ahead, with the adoption of the City’s Sustainable Mobility Plan and the recent installation of Irvine’s first Class IV bikeway on Cadence, the Mobility Summit serves as an opportunity to showcase Irvine’s mobility journey. The Summit positions Irvine as a regional leader in mobility by highlighting past achievements, current enhancements, and future plans for a more connected and sustainable transportation network. Transportation professionals from other cities, local transit authorities, bicycle advocacy groups, and most importantly, City staff from all departments are invited to collaborate, provide feedback, and contribute to shaping the future of mobility in Irvine.

The best way to celebrate National Bike Month is to get out and ride! If you haven’t been on your bike in a while, take this opportunity to dust it off and explore the beautiful network of bikeways, trails, and bike lanes Irvine has to offer. For regular or avid cyclists, consider planning routes that incorporate stops at Irvine’s many local coffee shops and eateries — chances are, there’s a bike-friendly path to get you there. Before heading out, here are a few key tips to ensure a safe and enjoyable ride: J Service your bike beforehand, including charging the battery for e-bikes. J Plan your route in advance to ensure a smooth and enjoyable ride. J Wear proper safety equipment, including a helmet and reflective gear if riding at night. J Bring essential tools to fix a flat tire or make minor adjustments. J Stay hydrated and fueled by packing water and snacks for longer rides. J Dress appropriately for the weather and don’t forget sunscreen. Whether you're a seasoned cyclist or just getting started, May is the perfect time to make biking a regular part of your lifestyle and take advantage of Irvine’s extensive bike-friendly infrastructure!
