Plans for new culvert work on the Louis Claude Municipal Drain are set aside to allow further review of the possible costs. Alfred-Plantagenet Township council agreed to table the proposal and have the engineering consultant firm, Lascelles &OHJOFFSJOHBOE"TTPDJBUFT-UE SFWJFXUIF project plan again pending results of another inspection of all the culvert sites scheduled for upgrading. Éric Leroux, regional drains superin- tendent, told council the re-inspection will take place later in the season and will help with any possible revisions to the existing cost estimates for the work. The cost for any maintenance work on a municipal drain is shared between all the landowners with property along the actual drain route itself, based on the assessed value for the land. “The counties have the highest share of the assessment area,” said Leroux. Claude Municipal Drain was 1984, based on an engineering review two year earlier and following provincial Drainage Act guidelines. Since then the United Counties of Prescott- Russell (UCPR) has made some changes to its own planning guidelines for private entrances on county roads to prevent bloc- kages of ditches and other water courses. The UCPR planning guideline changes now prevent a simple “like-for-like” culvert repla- cement for upgrades to the Louis Claude Municipal Drain or any other municipal drain. The township needs a more detailed and careful upgrade plan and also consider what type of culverts are used to replace the old ones. The Louis Claude Municipal Drain route is 1.87 kilometres long. It serves an 851-hec- tare drainage area for lots along Conces- sions 12, 12 and 13 in Alfred-Plantagenet Township, Concessions 2, 3 and 4 in The /BUJPO.VOJDJQBMJUZ BOEBMTPGPSUIF"MGSFE #PH/BUVSBM)FSJUBHF4JUF The bog makes up the largest part of the drainage area. The private land holdings part totals about two square kilometres. Frey told council there are two options for the culvert upgrade, either using corrugated steel culverts to replace all the existing ones or a combination of industrial-grade plastic culverts for some culverts and corrugated steel. The second option would result in a smoother interior for reducing the amount of sediment debris from water flowing through the drain. It would mean a smaller-sized pipe used for the culvert upgrade. Cost estimates are $380,250 for Option One and $358,750 for Option Two. The provincial government can provide limited funding aid towards the cost but the majority of the expense is still shared among the landholders, based on the assessed value of their properties within the drainage area. Both Frey and Leroux noted that if all of the drainage area profile, including the Alfred Bog, was included as part of the overall drainage upgrade plan for culvert replacement then the cost share for the private landholders might be reduced. Council agreed to table the Lascelles &OHJOFFSJOHSFQPSUBOEBTLUIFDPOTVMUBOU firm for another review of the project that would include both the Alfred Bog and the private lands as part of the overall assess- ment and how that would affect the shared cost for the local landholders.
