Como parte del proyecto Valparaíso Puerto Plus, esta convocatoria congrega a distintos actores, públicos y privados, para el diseño de estrategias urbanas que permitan intervenir de manera planificada y concertada el borde costero de la bahía del Gran Valparaíso, que se extiende desde Valparaíso hasta Concón. As part of the Valparaíso Puerto Plus project, this call for tenders brings together different stakeholders, both public and private, for the design of urban strategies that allow a planned and collective intervention of the coastal area of the bay of Greater Valparaíso, which extends from Valparaíso to Concón. En las última dos décadas, la conurbación costera del Gran Valparaíso y las ciudades que la constituyen (Valparaíso, Viña del Mar y Concón) han experimentado significativas transformaciones demográficas, socioeconómicas y urbanísticas. La consolidación de diversas infraestructuras, en desmedro de espacios naturales y públicos, plantea el desafío de desarrollar planificaciones organizadas que permitan su recuperación. La iniciativa Valparaíso Puerto Plus (VP+) nació hace dos años, impulsada por la Empresa Portuaria Valparaíso (EPV) con dos objetivos: recoger el anhelo por parte de la academia de desarrollar un trabajo conjunto y coordinado entre universidades- puerto, y ampliar el marco territorial de análisis en torno a las potencialidades del borde costero. Como estrategia de desarrollo, se definieron tres etapas. La primera, establecer las definiciones del proyecto donde participaron representantes de cuatro universidades locales, autoridades y comunidad científica; convocar a un concurso urbanístico y finalmente seleccionar cinco proyectos finalistas. La segunda fase abarcó una serie de acciones con la comunidad (profesional y académica incluidas) para analizar, debatir y aportar a estas propuestas, que por su envergadura fueron desarrolladas por equipos técnicos multidisciplinarios liderados por oficinas de arquitectura. Una de estas acciones fue una exposición en la última Bienal de Arquitectura, tras lo cual las propuestas pasaron al diseño del anteproyecto definitivo y presentación. Finalmente, en enero se seleccionaron dos primeros lugares y tres menciones honrosas. La tercera etapa, ya en curso, apunta a aunar fuerzas y lograr acuerdos para materializar intervenciones a partir de las propuestas. In the past two decades, the coastal conurbation of Greater Valparaíso and the cities it involves (Valparaíso, Viña del Mar and Concón) have undergone significant demographic, socioeconomic and urban transformations. The consolidation of various infrastructures, at the expense of natural and public spaces, presents the challenge of developing organized plans that allow their recovery. The Valparaíso Puerto Plus initiative (VP+) was born two years ago, promoted by Empresa Portuaria Valparaíso (EPV) with two objectives: to collect the desire of the academic community to develop a joint and coordinated work between universities and the port, and expand the territorial analysis framework on the potential of the coastal edge. The development strategy was divided in three stages. The first, to establish the conditions of the project with the participation of representatives of four local universities, authorities and the scientific community; summon an urban design competition and finally select five finalist projects. The second phase covered a series of actions with the community (including professionals and academia) to analyze, debate and contribute to these proposals, which were developed by multidisciplinary technical teams led by architectural offices. One of these actions was an exhibition at the last Biennial of Architecture, after which the proposals proceeded to the final design draft and presentation. Finally, in January two first places and three honorable mentions were chosen. The third stage, already under way, aims to join forces and reach agreements to materialize the interventions based on the proposals.
