La definición de criterios de intervención por el Consejo de Monumentos, que consi- deró lineamientos en concordancia con las recomendaciones internacionales referidas a la autenticidad y la integridad, invitaron a diferenciar las intervenciones nuevas de lo preexistente, mediante la incorporación de un lenguaje contemporáneo en armonía con el edificio histórico. Se establecieron cinco grados de interven- ción basados en los valores arquitectónicos e históricos del edificio patrimonial, junto con definir los parámetros deseables para la obra nueva. Se proponía que la fachada y el crucero se recuperaran de acorde al original, que los recintos interiores, deteriorados al punto de ser prácticamente una obra gruesa, contemplaran intervenciones funcionales, manteniendo la calidad espacial y la nobleza material. Para el edificio nuevo se señalaba el anhelo de recu- perar la tipología de palacio en torno un patio, resolviendo el exigente programa, sin superar la altura del edificio histórico. Un aspecto esencial para la definición del proyecto fue la decisión de convocar un con- curso público de anteproyectos de arquitectura, en contraposición a la opción de hacerlo vía licitación por sistema de pago contra recepción, ampliamente utilizada en el sistema de compras públicas. Se buscaba tener la opción de esco- ger el proyecto que lograse una intervención respetuosa con el edificio histórico, pero que fuese a la vez innovadora en cuanto al uso de un lenguaje contemporáneo, consiguiendo un todo armónico. in previous architecture, which considered centrally contracting the necessary studies along with defining preliminary intervention criteria by the Council of National Monuments. Taking advantage of the soil dynamics stud- ies, archaeological excavations were carried out in order to find evidence to understand and interpret the property´s occupation and for the city´s in its different phases of occu- pation. At the same time, a historical study, a topographical survey, a report on the building´s structural state, a final critical survey of the building, and finally a detailed report on the constructive and decorative elements of the building were carried out. These studies showed that the building had suffered from lack of maintenance, but was structurally sound. The definition of intervention criteria by the Council of Monuments, which considered guidelines in accordance with the international recommendations regarding authenticity and integrity, encouraged the differentiation of the new interventions from the pre-existing ones, through the incorporation of a contemporary language in harmony with the historical building. Five degrees of intervention was established based on the architectural and historical values of the heritage building, along with defining the desired parameters for the new work. It was proposed that the facade and the transept be recovered keeping the original, that the interior areas deteriorated to the point of being practi- cally structural work should include functional interventions, maintaining the spatial quality and the material nobility. For the new building, the desire to recover the palace´s typology around a patio was pointed out, resolving the demanding program, without exceeding the historical building´s height. An essential aspect for the project´s defini- tion was the decision to call for a public compe- tition for architectural pre-projects, as opposed to the option of doing it via a pay-per-reception system, widely used in the public procure- ment system. The aim was to have the op- tion to choose the project that would achieve a respectful intervention with the historical building, but at the same time be innovative in terms of the use of a contemporary language, achieving a harmonious whole. We consider that the success of the compe- tition is mainly due to the careful elaboration of its rules, which incorporate the above-men- tioned studies as well as the intervention cri- teria, it sought a balance between the com- mission´s requirements and the competitors´ maximum creative freedoms.
