The strategy described here was successful, the competition called for a large number of participants, with 31 multidisciplinary projects being presented. The jury chose the proposal that achieved the optimal interaction of archi- tectural, historical, functional and technical val- ues, selecting as the competition´s winners the team of Cecilia Puga, Alberto Moletto and Paula Velasco, together with Allan Chandler, Fernando Pérez and Luis Cercós as restoration consultants, with the project they described as The Art of Negotiation: The Pereira Palace Recovery. As Emilio de la Cerda, Undersecretary of Cultural Heritage, said, "The Pereira Palace recovery reflects an active and contemporary position regarding the problem of heritage. The project understands heritage as something we receive, that we manage for a time, and that we give away enriched to future generations. The project, therefore, has an understanding of extended time, one that not only receives but also builds future heritage. In order to do that, there is no other way than a determined com- mitment to quality, to the time we have to live, and to the conviction that the development of complex societies puts into play more variables than the purely economic ones, heritage being one more element of the integral development".
