Chile ha enfrentado de manera constante amenazas so- cio-naturales que han impactado a diversos asentamientos y comunidades a lo largo de su territorio. Se espera que estas amenazas sigan aumentando por la creciente vulnerabilidad ante el cambio climático, que cada año se manifiesta con mayor intensidad, afectando de forma diferenciada a la población, la infraestructura y los sistemas naturales. Para responder a la recuperación post catástrofe, se ha utilizado el concepto “Habitabilidad Transitoria” (HT), la cual corresponde al “Tra- tamiento del problema del habitar de los damnificados, en la temporalidad, que va entre la ocurrencia del desastre y la obtención de una solución habitacional definitiva. A partir del año 2021, mediante la promulgación de la Ley 21.364, se sustituyó la Oficina Nacional de Emergencia (ONEMI) por el Servicio Nacional de Prevención y Respuesta ante De- sastres (SENAPRED), adecuando normas para la planificación
Chile has constantly faced socio-natural threats that have impacted various settlements and communities throughout the country. These threats may continue to increase due to the growing vulnerability to climate change, which each year becomes more severe, resulting in more than 50 percent of the population being exposed to these events. In order to face these catastrophic events, the concept of "Transitory Habitability" (HT) has been used, referring to the "treatment of the housing problem for those affected during the period between the occurrence of the disaster and obtaining a definitive housing solution". As of 2021, through the enactment of Law 21.364, the Na- tional Emergency Office (ONEMI) was replaced by the National Service for Disaster Prevention and Response (SENAPRED), adapting rules to plan and coordinate public-private sectors for the prevention and response to emergencies, disasters, and catastrophes.
