Teniendo en cuenta que Valparaíso es la región con la mayor incidencia de delitos cometidos por mujeres y que el 75 por ciento de las mujeres privadas de libertad no ha completado su educación formal, el proyecto tiene como objetivo abordar esta problemática a través de la creación de un centro de formación técnica diseñado para facilitar la reinserción socio-laboral de las exconvictas. Emplazado en la calle Serrano, en el Barrio Puerto, el centro alberga diferentes programas educativos, que abarcan desde aulas de apoyo profesional, hasta zonas abiertas de talleres para la realización de trabajos manuales. El proyecto se concibe como una superestructura que se sostiene a sí misma a través de tres ejes que contienen vigas re- ticuladas. En sus extremos, alberga las circulaciones verticales, y en los pisos superiores, se suspende desde el nivel de la calle sin requerir apoyos intermedios, gracias a una estructura que funciona como un puente en la parte superior, que se apoya en ambos extremos del sitio, de la cual cuelga su segmento inferior. En su parte superior, el edificio cuenta con una terraza públi- ca que se conecta con el cerro Cordillera a través de una escalera que remata en la calle Castillo. El tercer y cuarto nivel albergan talleres, mientras que en la segunda planta se encuentran las oficinas de administración, psicología y asistencia social, entre otras. Por su parte, el primer nivel queda liberado para albergar un espacio público de comercio que genera continuidad con las plazas Echaurren y Sotomayor. En este nivel se proponen servicios de carácter público como cafetería, tiendas, guarderías e instalaciones sanitarias. !

Taking into account that Valparaíso is the region with the highest incidence of crimes committed by women and that 75 percent of women in prison have not completed any formal education. This project aims to address this problem through the creation of a technical training center designed to facilitate the socio-labor reintegration of ex-convicts. Located on Serrano Street, in the Port Neighborhood, the center houses different educational programs, ranging from professional support classrooms to open workshop areas for hands-on work. The project was conceived as a superstructure that supports itself through three axes containing reticulated beams. At its ends, it houses vertical circulations, and on the upper floors, it is suspended from the street level without requiring intermediate supports. All thanks to a structure that functions as a bridge at the top, which is supported at both ends of the site, from which its lower segment hangs. At the top, the building has a public terrace that connects it to the Cordillera Hill through a staircase that ends at Castillo Street. The third and fourth levels house workshops, while the second floor houses the administration, psychology, and so- cial assistance offices, among others. The first level is open to house a public commercial space that creates continuity with the Echaurren and Sotomayor squares. On this level, public services such as cafeterias, stores, kindergartens, and health facilities are proposed. !
