taken for a fool because I am very impatient and it turns out that I chose the profession that requires the most patience. One of the issues to unveil is that the evolution of a city, whatever it is, is the result of the interventions of a lot of so- cial actors of all kinds. In a study I carried out for the OECD, I identified 75 urban roles ranging from national security to the supply of food. In these 75 roles, in Chile, more than 100 different social actors are involved: public agencies, other central and regional, private and public, corporations, and companies, to name a few. If for each important issue, there are a dozen actors, how do you get this mess to agree? That is the central issue. To some extent, what is happening to us in many countries is that we are unable to reach an agreement. We are unable to align ourselves as to where we are going. In the case of Chile, we do not really have instruments to coordinate the interests of all these social actors.
Una de las cuestiones que hay que develar es que la evolución de una ciudad, cualquiera sea, es el resultado de las intervenciones de un montón de actores sociales de todo tipo. En un estudio que realicé para la OCDE identifiqué 75 funciones urbanas que van, desde la seguridad nacional, hasta la provisión de alimento. Y en estas 75 funciones, en Chile, intervienen más de 100 actores sociales distintos: organismos públicos, otros centrales y regionales, privados y públicos, corporaciones, empresas, por nombrar algunos. Si para cada temática importante hay una decena de actores, ¿cómo tú pones de acuerdo a este berenjenal? Ese es el tema central. En alguna medida, lo que nos está pasando en muchos países es que no logramos ponernos de acuerdo. No conseguimos alinearnos hacia dónde vamos. Y en el caso de Chile, no tenemos realmente instrumentos de concertación de los intereses de todos estos actores sociales.
