public space; neighborhood stigmatization. From this conclusion, and starting in 2023, the challenge focused on prioritizing the problems diagnosed. Thus, it was the neighbors themselves who were faced with the challenge of selecting the main problems facing the neighborhood and those that most affected their daily lives. In this process, 12 problems were selected, which defined the general framework of the Urban Ren- ovation Master Plan. In this sense, a portfolio of 34 projects and initiatives was defined that seeks to overcome the neighborhood's dete- rioration. Urban works to improve green areas and plazas, to consolidate vehicle parking lots and an ambitious project to improve housing conditions, comprise, among other things, the general intervention plan. The execution of the master plan began in Au- gust 2023, with the design of a series of triggering projects, including the substantial improvement of the entire Las Ermitas Park. Transforming it into an urban element that promotes community social integration and provides a high-level pub- lic space for the neighborhood's residents. Also noteworthy are the projects that aim to improve housing comprehensively. The construction of a Community Security Center in the middle of the neighborhood and the restoration of public space in a large part of Las Ermitas Park are actions that have already been carried out and should be understood as projects of trust for the community.
PRU to accurately determine the main problems that afflicted the neighborhood. Thus, a decision was made to implement a neighborhood census. In October 2022, with more than 230 munici- pal volunteers, and after arduous technical work that made it possible to create an instrument that gathered all the relevant information from each home, the census was carried out. From 1,441 dwellings, 1,007 were surveyed, achieving a 70 percent response rate, which made it possible to collect a large amount of information from the 65 questions asked. Identifying the family group and the property ownership was part of the question- naire, which also included topics such as mobility, expenses and energy, habitability, environment, and neighborhood perception. This information revealed, among other data, that 80 percent of the dwellings have inhabitants who are cold or very cold in winter and that 20 percent of them have someone with some kind of disability. Information on pets was also provided, showing that there are 1,446 dogs, 713 cats, and 1 peacock, among other species. This census process was the culmination of the fieldwork and the analysis of the data obtained. The amount of information gathered in the census, as well as all the instruments applied during the months of diagnosis, allowed the municipality to conclude that five main problems afflict the neighborhood: poor use of public space; crime and disorder; public space does not respond to the inhabitants' needs; irregular appropriation of
