Urban situation Plaza Baquedano is one of the most recognizable and em- blematic places in the city of Santiago and, more specifi- cally, a notable location on the Alameda-Providencia axis, as it stands as the access to downtown Santiago. At this point, the configuration of Libertador Bernardo O'Higgins Avenue-a linear space clearly defined by buildings on its northern and southern sides-gives way to an open space where the geographic area of the mountain range, the Mapocho River, and the nearby presence of San Cristóbal Hill converge, marking the transition to Providencia Avenue. It is precisely these geographical elements (river, mountain range, and hill, together with the Balmaceda and Forestal parks), which are still present-although altered-since the creation of the area at the beginning of the 20th century. Plaza Baquedano is thus one of the few urban spaces in Santiago with a structure that is defined and determined by the surrounding geography and open space. In the words of architect Germán Bannen "(the) place, in itself, appears as an opening; it is not the architecture that surrounds it that is capable of defining its form" . 1 Thus, Plaza Baquedano is still and since its origins characterized by being physical: an urban threshold; an area of great spaciousness in the Alameda-Providencia axis; a luminous space, given its openness to the north; and a place of confluences and crossroads. Notwithstanding this, it should be noted that Plaza Baquedano is currently in a state of deterioration that is not in accordance with its relevance as a public space of a metropolitan character. Multiple factors can be attributed to this, but undoubtedly one of the most important is the lack of a project for this area, defined as a vision that can organize and orient the area`s transformation, coordinating all the actors involved and establishing, at the same time, how to do it to ensure its permanence over time with a certain image and character.
Situación urbana La plaza Baquedano es uno de los lugares más reconocibles y emblemáticos de la ciudad de Santiago y, más específi- camente, un punto notable del eje Alameda-Providencia, al constituirse como la puerta del centro de Santiago. En este punto, la configuración de la Av. Libertador Bernardo O’Hi- ggins—un espacio lineal claramente definido por edificios en sus bordes norte y sur—da paso a un lugar abierto en el que confluyen el espacio geográfico de la cordillera, el río Mapocho y la presencia cercana del cerro San Cristóbal, marcando así la transición hacia Avenida Providencia. Son precisamente estos elementos geográficos (río, cordillera y cerro, junto a los parques Balmaceda y Forestal), los que siguen presentes—aunque alterados—desde la creación del lugar a comienzos de siglo XX. La plaza Baquedano es, de esta manera, uno de los pocos espacios urbanos de Santiago que posee una estructura que está definida y de- terminada por la geografía circundante y el espacio abierto. En palabras del arquitecto Germán Bannen “(el) lugar, de suyo, comparece como abertura; no es la arquitectura que lo circunda capaz de definir su forma”. 1 Es así que la Plaza Baquedano se caracteriza aún y desde sus orígenes por ser físicamente: un umbral urbano; un área de amplitud mayor en el eje Alameda-Providencia; un espacio luminoso, dada su apertura hacia el norte; y un lugar de confluencias y cruces. Sin perjuicio de esto, cabe indicar que la Plaza Baquedano actualmente presenta un estado de deterioro que no se condice con su relevancia como espacio público de carácter metropolitano. Múltiples factores pueden atribuirse a esto pero, sin duda alguna, uno de los más importantes es la falta de un proyecto para este espacio, entendido como una visión que pueda ordenar y guiar la transformación del lugar, coordinando a todos los actores involucrados y estableciendo, al mismo tiempo, cómo materializarla para asegurar la permanencia en el tiempo de una determinada imagen y carácter.
