Footnote In 2015, the international competition Nueva Alameda Providencia was held, calling for specialists from various disciplines to carry out the comprehensive renovation of the Alameda Providencia axis. The winning proposal "Paseo Cívico Metropolitano", by architects Lyon Bosch Martic, proposed an intervention in Baquedano Plaza that consists of a public esplanade to receive massive citizen representation events, defined through a continuous stone pavement, through which the three important Santiago parks that converge at this point will be connected. During 2016 and 2017, this proposal’s development was led by the Metropolitan Regional Government and the DUAP Consortium, composed of Lyon Bosch Martic, Idom, Groundlab, and Sergio Chiquetto, with the participation of the main public agencies involved, including Serviu, Municipality of Santiago, Municipality of Providencia, Sectra, DTPM, and Metro. At the same time, several citizen participation meetings were carried out, focused on raising the neighbors' and citizens' requirements, as well as on the project evaluation. Until today, this project doesn´t see the light due to economic considerations and social profitability that were considered as flaws that had to be overcome and reformulated. /
A project As part of the international competition Ala- meda Providencia Urban Design held in 2015, a specific proposal was made for this area, consisting of a new civic plaza, a large public area next to the river, which includes multiple uses, daily and massive, defined by a continuous surface around which Forestal, Bustamante and Balmaceda parks are connected. This surface accommodates the high sector’s pedestrian flow through tree-lined walkways located on their sides, while maintaining the urban void status that characterizes it, and from which the geographical and heritage landmarks of Santiago, such as San Cristóbal Hill, the University of Chile Law School, the Andes Mountains and the Mapocho River, can be appreciated. The strategy is based on focusing on the traffic in the southern sector of the current roundabout to create a new 50-meter wide pedestrian area and an area of 12,000 m².
The monument to General Baquedano will be relocated in this new plaza in an accessible area, located at the visual axes intersection between the monuments that converge at the site: German Fountain, Presidente Balmaceda, José Martí, and Manuel Rodríguez. In addition, 150 new adult trees will be planted in the extension of the existing tree- lined walkways and the creation of nearly 4,000 m² of green areas. On the other hand, the construction of 300 meters of bicycle lanes is proposed in order to connect those that are currently disconnected in the surrounding area. In this context, and in view of the events that occurred in 2019, a proposal to consider the inclusion of a new memorial from the result of a public competition and a citizen participation process, aimed at recognizing the new meaning that adds to the complex interpretations that overlap this area.
