Camino a Patrimonio Mundial
LOTA MINING COMPLEX. On the Road to World Heritage

Durante los últimos diez años, luego del terremoto del 2010, se ha desa- rrollado un proceso de valoración, protección y trabajo en torno al patri- monio industrial de Lota, llevado adelante desde la sociedad civil, diversos organismos públicos y la academia. A las declaratorias de diversos inmuebles como monumento nacional -entre ellos la Central Hidroeléctrica de Chivilingo (1990), el parque Lota y el Chiflón del Diablo (2009)- se ha sumado la protección en 2014 de todo el complejo minero de la ex Empresa Nacional del Carbón (ENACAR) en el sector Chambeque (114,5 hectáreas) y el sector de viviendas y equi- pamientos de Lota Alto (31,8 há), así como la recuperación de pabellones obreros, edificaciones históricas y diversas obras en el sector patrimonial.
El 2019 este esfuerzo se consolida con la creación del “Plan Lota: Hacia un Sitio de Patrimonio Mundial”, que aglutina a diversos actores públicos y privados en torno a un proceso que tiene como uno de sus hitos principales la reciente inscripción de Lota en la lista tentativa de Chile (2020), primer paso para su postulación a la lista del pa- trimonio mundial de UNESCO. Este esfuerzo, en el que se busca relevar valores materiales e inmateriales, propone un camino de desarrollo sostenible para este importante enclave minero de los siglos XIX y XX, al mismo tiempo que plantea una serie de desafíos en los campos de lo social, conceptual, técnico, político y económico.
During the last ten years, after the 2010 earthquake, a process of valuation, protection, and work has been developed around Lota´s industrial heritage, carried out by civil society, various public agencies, and academia. In addition to the declaration of several buildings as national monuments - including the Chivilingo Hydroelectric Plant (1990), Lota Park, and Chiflón del Diablo (2009) - in 2014, the entire mining complex of the former Empresa Nacional del Carbón (ENACAR) in the Chambeque sector (114.5 hectares) and the hous- ing and equipment sector of Lota Alto (31.8 hectares) were protected, as well as the recovery of the workers' pavilions, historic buildings and various works in the heritage sector. In 2019, this effort was consolidated with the cre- ation of the "Lota Plan: Towards a World Heritage Site", which brings together various public and private actors around the process which has a main milestone; the recent Lota registration on Chile´s tentative list (2020). The first step towards its nomination to the UNESCO World Heritage List. This effort, which seeks to highlight tangible and intangible values, proposes a sustainable development path for this important 19th and 20th centuries mining enclave. While at the same time posing a series of challenges in the social, conceptual, technical, political, and economic fields.
