Despite this historical, material, and immaterial wealth, the uncomfortable presence of the abandoned structures, heavily damaged by the earthquake, triggered that by 2011 the former industrial enclave began to be seen not as a heritage jewel to be preserved, but as available land for new housing projects, public facilities or material storage. This trend was a decisive factor in the joining of wills and activating the appreciation of the industrial complex and its associated populations. This led to the declara- tion of the large sector called Chambeque as a historical monument and of the Lota Alto sector as a typical zone in 2014. 5 This does not mean that the aim is to preserve this
Pese a esta riqueza histórica, material e inmaterial, la incómoda presencia de las estructuras abandonadas, fuertemente dañadas por el terremoto, detonó que hacia 2011 se empezara a ver el antiguo enclave industrial no como una joya patrimonial a conservar, sino como terreno disponible para instalar proyectos nuevos de vivienda, equipamiento público o acopio de materiales. Esa tendencia fue un factor determinante para sumar voluntades y activar la valoración del conjunto industrial y de sus poblaciones asociadas, logrando la declaratoria del amplio sector denominado Chambeque como mo- numento histórico y del sector de Lota Alto como zona típica, en 2014. 5 Lo anterior no significa que se busque conservar este conjunto como un paisaje relicto. Si en el patrimonio industrial la forma sigue a la función, en el caso de la reconversión programática de estructuras industriales como las de Lota la máxima debe invertirse por una que declare que la función sigue a la forma. Esto implica una estrategia adecuada que parta desde las preexistencias, materiales e inmateriales, y en atención a su naturaleza pueda proponer nuevos escenarios de uso acordes con su valor patrimonial. Para calibrar el alcance que esto pudiera llegar a tener, existen múltiples casos notables de intervención en encla- ves industriales que se pueden tomar en consideración, tales como el frigorífico Bories en Puerto Natales, recon- vertida en hotel por Pedro Kovacic; la Estación Mapocho de Santiago, recuperada como centro cultural por Teodoro Fernández, Montserrat Palmer, Rodrigo Pérez de Arce y Ramón López; las salitreras de Humberstone y Santa Laura, habilitadas como museo del salitre; o la Company Town de Sewell, con su Museo del Cobre. A nivel internacional, existen ejemplos que pueden ser de especial interés para abordar el caso de Lota, tales como la reconversión del Landschaftpark, de Peter Lanz, o el parque industrial de Zollverein, de Rem Koolhaas, ambos en Alemania; el Museo C-Mine en Bélgica, de 51N4E; o el caso de la Nave 16 del Matadero en Madrid, de Iñaki Carnicero. If industrial heritage form follows func- tion, then, in the case of the programmatic reconversion of industrial structures such as those in Lota, the precept should be inverted by one that declares that function follows form. This implies an appro- priate strategy that starts from the pre-existences, both tangible and intangible, and according to their nature can propose new scenarios of use in accordance with their heritage value.
