The Lota Plan: Towards a World Heritage Site

El plan que intenta abordar este gran desafío se forma- liza en junio de 2019 mediante la firma de un convenio de colaboración entre las Subsecretarías de Patrimonio Cultural, Vivienda y Urbanismo, Obras Públicas y Desa- rrollo Regional, junto a CORFO, el Servicio Nacional del Patrimonio Cultural, el Gobierno Regional del Bio bío y la Municipalidad de Lota. Su objetivo es construir una estrategia de recuperación y desarrollo local que tenga como punto de partida la ya señalada riqueza patrimonial del antiguo enclave indus- trial y que ponga en el centro el bienestar y el futuro de la comunidad. Para realizarlo, se define el horizonte de patrimonio mundial UNESCO como un objetivo común, capaz de ar- ticular acciones en una estrategia mayor. En ese sentido, interesa, no solo el destino, sino lo que se construye en el camino en cuanto a estrategia de gestión, figura de administración, proyectos emblemáticos y participación. En términos operativos, el plan define una mesa regional y una mesa nacional que sesionan regularmente con una composición ampliada que integra a la comunidad local, las universidades de Concepción y Bio bío, ONGs , y en las cuales se da cuenta de los avances de las distintas iniciativas comprometidas. En menos de dos años de trabajo se han generado importantes avances, entre ellos:
The plan to address this major challenge was formalized in June 2019 with the signing of a collaboration agreement between the Undersecretary Offices of Cultural Heritage, Housing and Urbanism, Public Works and Regional De- velopment, together with CORFO, the National Cultural Heritage Service, the Regional Government of Bio Bío and the Lota Municipality. Its objective is to build a local recovery and development strategy that takes its starting point from the already mentioned heritage wealth of the former industrial enclave and places the well-being and future of the community at the center. To achieve this, the UNESCO World Heritage horizon is defined as a common objective, capable of articulating actions in a larger strategy. In this sense, we are interested not only in the destination but also in what is built along the way in terms of management strategy, administrative figures, emblematic projects, and participation. In operational terms, the plan defines a regional and a national roundtable that meets regularly with expanded participation that integrates the local community, the universities of Concepción and Bio Bío, and NGOs, and in which the progress of the different initiatives committed to is reported. In less than two years of work, important advances have been made, including the following:
