Mirando al mar y a la ciudad, este proyecto desarrolló un programa altamente complejo en un plan general simple, que integró un enfoque escultórico para modelar la forma exterior. La característica definitoria del edificio es la geometría del techo a medida que se eleva desde el fiordo y se presenta como una alfombra sobre las áreas públicas. Gracias a su baja altura, se convirtió en un eslabón dentro de Oslo en lugar de ser una expresión disruptiva. Su monumentalidad se logra a través de la extensión horizontal y no de la verticalidad; el edificio es tanto paisaje como arquitectura y, por lo tanto, propicia la relación del ciudadano común con las artes. Facing the sea and the city, this project developed a highly complex program in a simple general plan, which integrated a sculptural approach to model the exterior form. The defining feature of the building is the geometry of the roof as it rises from the fjord and is presented as a carpet over the public areas. Thanks to its low height, it became a connector within Oslo instead of being a disruptive expression. Its monumentality is achieved by its horizontal extension and not by verticality; the building is both landscape and architecture and, therefore, promotes the relationship of the common citizen with the arts.
