La propuesta plantea el diseño de los Centros de Desarrollo Infantil para el departamento del Atlántico, buscando cubrir las necesidades educativas y potencializando el cambio social y la regeneración urbana, fomentando condiciones que mejoren la calidad de vida tanto de la primera infancia como de la comunidad de vecinos. Más que una arquitectura acabada y cerrada, plantea el desarrollo de sistemas abiertos y adaptativos compuestos por módulos y patrones de asociación, capaces de adaptarse a diversas situaciones topográficas, urbanas o programáticas. Se producen así edificios dispuestos a crecer y mutar según las circunstancias. Los espacios son módulos independientes y autosuficientes, de rápido y sencillo proceso de construcción. The proposal involves the design of the Child Development Centers for the department of the Atlantic, seeking to cover the educational needs and encouraging social change and urban regeneration, promoting conditions that improve the quality of life of both early childhood and the neighbor community. More than a finished and closed architecture, it proposes the development of open and adaptive systems composed of modules and association patterns, capable of adapting to diverse topographical, urban or programmatic situations. The buildings produced in this manner are able to grow, change and adapt according to the circumstances. The spaces are independent and self-sufficient modules, with a quick and easy construction process.

Por otro lado, marcó un antes y un después en tu carrera. - Me abrió la mente en términos de construcción. A través de esta obra entendí muchas cosas, el mundo se me abrió para dar clases y hacer proyectos en otros países, me exigió repensar mucho de lo que venía haciendo. Y están los premios, aunque a medida de más premios, más ataques… Más allá de la polémica, la biblioteca ha sido pieza importante de la renovación que vive Medellín, eres parte del cambio que luce la ciudad… - Hay que aclarar que todos los proyectos conocidos son de concurso, mi obra está hecha a partir de concurso, público y privado, anónimo, abierto. Así me hice y así funciono. De ninguna forma soy el planeador ni el artífice de los cambios de la ciudad, pero sí la biblioteca recoge ese planeamiento, se convirtió en un referente social y el lugar está siempre lleno. De alguna manera detonó una nueva arquitectura que en Colombia hasta entonces no se hacía o no estaba reconocida. - Efectivamente, en esos momentos la arquitectura colombiana tuvo un gran peak , aunque ya no se están haciendo tantos proyectos públicos. Similar a lo que sucede hoy con la arquitectura chilena, un ejemplo mundial en viviendas privadas, aunque lo público en Chile está en deuda… Justamente es mi tema aquí, me interesa abrir espacios para trabajar.

Así como iban ustedes a Colombia en los ’80, estoy viendo de desarrollar obras en Chile, concretamente espacios educativos. Es uno de los grandes retos que tiene este gobierno. El país necesita construir esos espacios porque si no enfrentará conflictos importantes. Como Asociación trabajamos con el MOP en orden a mejorar las políticas de concursos de arquitectura. Factores como honorarios bajos, supervisión deficiente, falta de transparencia, jurados no necesariamente arquitectos redundan en una baja participación del gremio en concursos públicos: de los más de 300 inscritos en el MOP y habilitados para participar, en promedio solo concursan 15. - Entiendo que hay un cambio de reglas y que los ministerios podrían encargar proyectos sin tener que pasar obligadamente por el MOP. Fue lo que se hizo con Alejandro Echeverry, el gran transformador urbano de Medellín y que trabajó junto al alcalde Fajardo; ‘Cacho’ es sobre todo un estratega político en términos urbanos… Sugiero leer el libro 50 Años de Concursos en Colombia, donde se muestra la experiencia colombiana en que todos los edificios emblemáticos han sido por concurso. Tenemos una ley que hace la diferencia, la Ley 900, que determina que la contratación para construir cualquier edificio público se debe hacer por concurso. Si son capaces de establecer una ley similar aquí y además acordar y unificar criterios para la organización de concursos, con dos asociaciones tan fuertes como el Colegio de Arquitectos y la Asociación de Oficinas la cosa debiera operar bien.

As an Association we work with the Ministry of Public Works - MOP - in order to improve the policies of architectural competitions. Factors such as low fees, poor supervision, lack of transparency, juries not necessarily architects result in low participation of the guild in public competitions: of the more than 300 registered in the ministry and qualified to participate, on average only 15 compete. - I understand that there is a change of rules and that the ministries could commission projects without necessarily having to go through MOP. This is what Alejandro Echeverry, the great urban transformer of Medellín, did working with Mayor Fajardo; ‘Cacho’ is above all a political strategist in urban terms ... I suggest reading the book 50 Years of Competitions in Colombia, which shows the Colombian experience in which all the emblematic buildings have been done by competition. We have a law that makes the difference, Ley 900, which determines that the contract to build any public building must be done by competition. If you are able to establish a similar law and also agree and unify criteria for the organization of competitions, with two associations as strong as the Association of Architects and the Architectural Office Association the thing should operate well.
